Purpose:
To request approval to use a framework to procure a contractor to carry out roof replacement works at Anson and Newfield Primary Schools, drainage works at Roe Green Infant & Junior Schools, and window replacement works at Mora Primary School.
Decision:
That the Director of Property & Assets:
i) Approves Brent Council’s participation in a call-off procedure under the LHC Roofing & Roofing Systems Framework Agreement, in respect of the design, supply and installation of felt overlay at Anson Primary School, roof perimeter capping works at Newfield Primary School, drainage works at Roe Green Infant & Junior Schools, and window replacement works at Mora Primary School.
ii) Confirms that there is sufficient budgetary provision for the proposed call-off contract.
iii) Approves inviting bids under the Framework Agreement by way of a mini competition and award contract on the basis of the pre-tender considerations.
iv) Approves officers evaluating bids on the basis of the evaluation criteria.
Reasons for the decision:
The Council has a statutory duty to maintain schools. It requires a contractor to carry out roof replacement works at Anson Primary School, roof perimeter capping works at Newfield Primary School, drainage works at Roe Green Infant and Junior Schools, and window replacement works at Mora Primary School. It has been determined that the most appropriate means of procuring the contractor is by way of a mini competition under the LHC Framework Agreement for Roofing Systems and Associated Works.
Alternative options considered:
Officers have reviewed a range of procurement options including conducting a tender process but have concluded that the use of the Framework is the most appropriate means of procurement given the reduction in timescales, costs and resources involved.
