Purpose:

To request authority to procure a works contract for a new nursery block at Northview Junior and Infant School using a Framework Agreement.

Decision:

That the Director of Property and Assets:

 

i)               Approves Brent Council’s participation in a call-off procedure under the Pagabo Medium Works Framework Agreement, for South East England, Lot 2 in respect of the demolition and construction of a new nursery building at Northview Junior and Infant School.

 

ii)              Confirms that there is sufficient budgetary provision for the proposed call-off contract.

 

iii)            Approves inviting bids under the Framework Agreement by way of a mini competition on the basis of the pre-tender considerations.

 

iv)            Approves officers evaluating bids on the basis of the evaluation criteria.

Reasons for the decision:

The Council has a statutory duty to maintain schools. It requires a contractor to carry out the nursery block replacement works at Northview Junior & Infant School (“the Contract”). It has been determined that the most appropriate means of procuring the contractor is through a mini competition under the Pagabo Medium Works Framework Agreement, for South East England, Lot 2. (the “Framework”).

Alternative options considered:

Officers have reviewed a range of procurement options including conducting a tender process but have concluded that the use of the Framework is the most appropriate means of procuring a contractor given the reduction in timescales, costs and resources involved.

Parties Consulted: The school asset management programme budget 2023-26, of which this project is a part, was approved by Cabinet in February 2023, as part of the annual budget setting exercise. Ward members will be kept up to date with project progress such as works starting on site.
