Purpose:
To request authority to vary the pre-construction services agreement (PCSA) in respect of works at 381-397 Edgware Road, Colindale, London NW9 with Higgns Partnerships 1961 Plc.
Decision:
That the Director of Property and Assets:
i) Approves the variation of the PCSA in respect of works at 381-397 Edgware Road, Colindale, London NW9 with Higgins Partnership 1961 Plc to include the full redesign of the project at a value of £489,097.18.
Reasons for the decision:
The variation is required to enable the full redesign of the project to incorporate feedback from statutory consultees, undertake pre-planning consultation, sub-consultant fees, supplementary technical reports (required for planning purposes), utility diversion works and submission of a new planning application.
Subject to approval, the Council will work with Higgins Partnership 1961 Plc to develop the design up to RIBA Stage 3 and incorporate the latest building safety and fire safety requirements. The scheme redesign is to allow for a third lift, an additional stair core and increased height / massing.
Alternative options considered:
Officers considered the option to directly appoint the design team and relevant sub-consultants to enable planning submission, however, as the existing contractor has worked closely with Brent Planning, statutory consultees such as the London Fire Brigade, and have detailed knowledge of the project, it is more efficient and effective for this design work to be undertaken by the existing contractor through a variation of the current PCSA.
