Purpose:

This decision outlines the heat tariff annual review for the tenants of Unity Place for the period April 2024 to March 2025.  Unity Place (formerly known as Gloucester House & Durham Court) is a redeveloped block which is part of the South Kilburn Estate Regeneration scheme. It has 235 units, a hub and hosts the energy centre for the district heat network which in time will supply most of the blocks on this estate. Brent Council owns the freehold and manages the block including the heat billing.

Decision:

To approve the proposed heat tariff charges for 2024-2025 for Unity Place based on the high-level billing methodology as set out in the Heat Metering and Billing Paper previously approved by Cabinet in July 2020. In particular:

 

(i)              a heating standing charge of 45p per home per day (equivalent to £3.19 per week and £165.69 per annum); and

 

(ii)             a variable charge of 9.88 p/kWh for heat usage

Reasons for the decision:

In July 2020 Cabinet agreed for there to be an annual heat tariff review so that the costs of heating and relevant administration costs are recovered from heat consumers.

Alternative options considered:

In July 2020 Cabinet approved the proposal to establish an in-house credit billing system. The options of third party billing and pay as you go charging were not favoured.
