Purpose:
To request approval to invite tenders in respect of low pollution route maps for schools as required by Contract Standing Orders 88 and 89.
Decision:
That the Director of Environment & Leisure:
i) Approves invite tenders for a supplier to provide low pollution route maps for schools across the borough on the basis of the pre-tender considerations.
ii) Approves officers evaluating tenders on the basis of the evaluation criteria.
Reasons for the decision:
The Council requires the provision of low pollution route maps, which will also take into account road safety considerations, in order to fulfil the requirements of the Air Quality grant awarded by Defra. It has been determined that the most appropriate means of providing the low pollution route maps is through the procurement of a contractor by way of a tender process.
Alternative options considered:
Officers have considered whether the low pollution route maps for schools across the borough can be provided by the Council itself but have concluded that it is best provided by a contractor.
Officers have reviewed a range of procurement options including the use of frameworks but consider that a tender process is the most appropriate means of procuring a contractor.
