Purpose:
To seek authority to award contracts as required by standing order 88 for the Health Educator Service.
Decision:
That the Corporate Director of Adult Social Care and Health:
i) Notes the Cabinet Member for Public Health and Adult Social Care has granted an exemption from the requirement to tender for a contract for Health Educators.
ii) Notes the Contract Standing Order 89 considerations.
iii) Approves the Direct Award of the contract for Health Educators for 1 year in the sum of £250,000 to Brent Carers Centre.
Reasons for the decision:
The Council requires the provision of the Health Educator Service to support their work on tackling health inequalities through Brent Health Matters.
The overall objective of the Brent Health Matters programme is to reduce health inequalities in Brent. One outcome that will help the programme achieve this is by better equipping residents on the range of services, support, education and advice available which will increase self-care and management of long-term conditions. The Health Educator service managed a group of Health Educators recruited from the community from diverse backgrounds to coordinate and deliver health education, awareness and signposting in the community, and provide case support to people with or at risk of developing long-term conditions such as diabetes and hypertension.
Alternative options considered:
Officers considered whether the Health Educator Service could be provided by the Council itself but concluded that the Health Educator Service is best provided by a contractor.
Officers reviewed a range of procurement options but consider that a direct award to the named contractor is the most appropriate means of procuring a contractor.
