Purpose:
To request approval to use a framework to procure a contractor for design and build contract for the Additionally Resourced Provision (ARP) at Mount Stewart School and Preston Park Primary School.
Decision:
That the Director Property and Assets:
i) Approves Brent Council’s participation in a tendering procedure using the Crown Commercial Service Construction Works and Associated Services Framework RM6088 Lot 2.2 in respect of a design and build contract for the Additional Resource Provisions (ARP) at Mount Stewart School and Preston Park Primary School.
ii) Confirms that there is sufficient budgetary provision for the proposed contract.
iii) Approves inviting bids under the Framework on the basis of the pre – tender considerations.
iv) Approves Officers evaluating bids on the basis of the evaluation criteria.
Reasons for the decision:
The Council requires a contractor to design
and build Additional Resourced Provision (ARP) at Mount Stewart
School and Preston Park Primary School as part of the SEND Capital
Programme approved by Cabinet in January 2022. It has been
determined that the most appropriate means of procuring the
contractor is through the procurement of a contract for the ARPs at
Mount Stewart School and Preston Park Primary School (the
“Contract”) by way of a mini-competition under the
Crown Commercial Service Construction Works and Associated Services
Framework RM6088 Lot 2.2 (“the Framework”).
The Council is proposing to appoint a contractor using this
framework as it offers an efficient route to market, inviting
contractors that have gone through a vigorous selection
process.
Alternative options considered:
Officers have reviewed a range of procurement
but have concluded that the use of the Framework is the most
appropriate means of procuring a contractor given the reduction in
timescales, costs and resources involved.
A previous Framework (London Construction Programme) was identified
as part of an officer recordable decision on 15 February 2023 by
the Director, Property and Assets, but following a lack of
interested contractors following the expression of interest
process, officers are proposing this framework as an
alternative.
