Purpose:
To request approval to use a framework to procure a contractor for roof replacement works at Newfield Primary School and Salusbury Primary School, and rainwater good repair works at Harlesden Primary School.
Decision:
That the Director Property and Assets:
i) Approves Brent Council’s participation in a call-off procedure under the LHC Roofing and Roofing Systems Framework Agreement, in respect of the design, supply and installation of the flat roofing systems for Newfield Primary School, Salusbury Primary School and Harlesden Primary School, as part of the School AMP Programme.
ii) Confirms there is sufficient budgetary provision for the proposed call-off contract.
iii) Approves inviting bids under the Framework Agreement by way of a mini-competition and award of the contract on the basis of the pre-tender considerations.
iv) Approves officers evaluating bids on the basis of the evaluation criteria.
Reasons for the decision:
The Council has a statutory duty to maintain
schools. It requires a contractor to carry out roof replacement
works at Newfield Primary School and Salusbury Primary School and
rainwater good repair works at Harlesden Primary School. It has
been determined that the most appropriate means of procuring the
contractor is through the procuring the contractor is by way of a
mini competition under LHC Framework Agreement for Roofing Systems
and Associated Works (the “Framework”).
Alternative options considered:
Officers have reviewed a range of procurement
options including conducting a tender process but have concluded
that the use of the Framework is the most appropriate means of
procuring a contractor given the reduction in timescales, costs and
resources involved.

Parties Consulted: The school asset management programme budget, of which this project is a part of, was approved by Cabinet and Full Council in February 2023. Ward members will be kept up to date with project progress, such as works starting on site.
