Purpose:
To request approval to vary and extend a contract in respect of Supported Living Services for Adults with Learning Disabilities at 63 Manor Drive and 54 Beechcroft Gardens.
Decision:
That the Operational Director Adult Social Care:
i) Approves the variation of contract for Supported Living Services for Adults with Learning Disabilities at 63 Manor Drive and 54 Beechcroft Gardens with Dimensions UK to allow for a 12-month extension.
ii) Approves, subject to approval of (i), the extension to the current contract with Dimensions UK for a period of 12 months from 1 April 2023 to 31 March 2024.
Reasons for the decision:
The Council entered into a contract for Supported Living Services for Adults with Learning Disabilities at 63 Manor Drive & 54 Beechcroft Gardens with Dimensions UK on 1st April 2018.
The council is currently reviewing options for the delivery of a number of supported living services in Brent. The review will focus on the quality of services for this vulnerable cohort of service users and achieving best value from those services.
Officers consider extending the contract by 12 months will achieve best value for the Council and is reasonable in all the circumstances. The Contract does not currently contain provision allowing for extension and therefore Officers seek authority to vary the Contract to allow for its extension and agreement to the extension of the Contract by 12 months.
Alternative options considered:
The contract will expire on 31st March 2023 after which there will be no contractual arrangements for the provision of Adult Learning Disabilities Supported Living Services at 63 Manor Drive & 54 Beechcroft Gardens. Officers have considered a full competitive tender. However, given the timescale, a full competitive tender at this time would not allow for the review of supported living services to be completed.
