This decision concerns the procurement of hardware for the Wi-Fi Solution at Tooley Street for the London Borough of Southwark undertake through the IT Shared Service.

To approve the award of the contract for the provision of hardware for Wi-Fi Solution at Tooley Street, Southwark for a five year term commencing 03 March 2023.

The Tooley Street’s Wi-Fi infrastructure is ageing and struggle to meet the demand of internet usage which causes loss of productivity. The technology has moved on and new standards such as Wi-Fi 6 are not supported by the existing Wi-Fi Solution.  Wi-Fi 6 brings many advances such as higher data rate transfers and greater capacity. The replacement of the current Wi-Fi Solution with Wi-Fi 6 enabled hardware is not only essential to improve the internet speed across the estate, but it also improves the resilience and security of the Wi-Fi network across Tooley Street, Southwark. Council officers have undertaken a procurement exerciseunder the HealthTrust Europe’s ICT Solutions 2019 Framework (ComIT 2 – Complete IT) framework and identified Insight Direct (UK) Ltd as the contractor providing the most economically advantageous offer in accordance with agreed evaluation criteria and therefore recommend award to this contractor.

Officers have considered whether the Wi-Fi Solution at Tooley Street can be provided by the council itself but have concluded that the Wi-Fi Hardware solution is best provided by a contractor.

Officers reviewed a range of procurement options including the use of a tender process but consider that awarding following a further competition from the HealthTrust Europe’s ICT Solutions 2019 Framework (ComIT 2 – Complete IT) framework is the most appropriate means of procuring a contractor.
