Purpose:
This decision concerns the creation of a test and learn project funded from the ICS CAMHS Provider Collaborative comprising Central North West London (CNWL) and West London (WL) health trusts. It will create a new discharge pathway from local hospitals to Ofsted registered residential children homes placements that will cover children of local authorities within the North West London Integrated Care System (NWL ICS) with approval being sought to award the necessary contract.
Decision:
To approve the award of the contract for residential children’s home beds for young people aged 12-17 discharged from hospital after a mental health crisis for a period of approximately 10 months in the sum of £483,000 to Aspire House.
Reasons for the decision:
The council requires the provision of residential children’s home beds for young people aged 12-17 discharged from hospital after a mental health crisis. Council officers have undertaken a procurement exercise and identified Aspire House as the contractor providing the most economically advantageous offer in accordance with agreed evaluation criteria and therefore recommend the award of a contract for residential children’s home beds for young people aged 12-17 discharged from hospital after a mental health crisis (the Contract”) to this contractor.
Alternative options considered:
Officers have considered whether the residential children’s home beds for young people aged 12-17 discharged from hospital after a mental health crisis can be provided by the council itself but have concluded that such service is best provided by a contractor.
Officers have reviewed a range of procurement options including the use of frameworks but consider that a tender process is the most appropriate means of procuring the Contract.

Parties Consulted: Partners such as Public Health, Integrated Care Partnership, local authorities and local providers have contributed to the development of this proposal and continue to shape the service and plan and will assist in overseeing, where applicable, the mobilisation of Service as well as support the development of the Services. These partners (except providers) alongside two Brent Care Leavers were part of the evaluation and moderation process, reviewing provider responses and finalising agreed scores to the quality questions they were assigned.
