Purpose:
To request approval to use a Framework Agreement to procure a contractor for the expansion of the Woodfield School and for relocation and expansion of The Village School SEND provisions.
Decision:
That the Director of Property and Assets:
i) Approves Brent Council’s participation in a call-off procedure under the NHS SBS Modular Buildings Framework Agreement (SBS10091) Lot 5 Modular Education Units for Purchase in respect of a design and build contract for the expansion of the Woodfield School SEND provision and the relocation and expansion of The Village School.
ii) Confirms that there is sufficient budgetary provision for the proposed call-off contract.
iii) Approves inviting bids under the Framework Agreement referred to in (i) for the Woodfield School and The Village School contractor on the basis of the pre – tender considerations.
iv) Approves Officers evaluating bids on the basis of the evaluation criteria.
Reasons for the decision:
To procure a contractor by way of a mini competition under the NHS SBS Modular Buildings Framework Agreement (SBS10091) Lot 5 Modular Education Units for Purchase to design and build modular/off site option for Woodfield School and The Village School.
The Council is proposing to appoint a contractor using this
framework as it allows access to economical build rates by
procuring a single contractor for both Schools.
Alternative options considered:
Officers have reviewed a range of procurement
options including conducting a tender process but have concluded
that the use of the Framework is the most appropriate means of
procuring a contractor given the reduction in timescales, costs and
resources involved.

Parties Consulted: The Lead Member for Children, Young People and Schools has been consulted on the SEND Capital Programme progress and these specific projects. Ward members will be kept up to date with project progress such as planning application submissions and works starting on site. Both schools will be key stakeholders during the project's design and progress.
