Purpose:

To request approval to award a contract for delivery of the Harlesden High Street Heritage Works as per Contract Standing Order 88.

Decision:

That the Director Regeneration, Growth and Employment:

 

i)             Approves the award of a contract for the delivery of the Harlesden High Street Heritage Works to Cuttle Construction Ltd for £257,363.

Reasons for the decision:

The Council is delivering a wide range of improvements to Harlesden Town Centre. One of these work-streams is shop front improvements to numbers 97-109 High Street, which involves restoring historic shop fronts and features to the buildings. The Council completed a tender procedure in line with the pre-tender considerations approved by the Cabinet Member for Regeneration and Planning (at the time of approval, Cabinet Member for Regeneration, Property and Planning). The outcome of this exercise was that Cuttle Construction Ltd is recommended to be awarded the contract to complete the required heritage works.

Alternative options considered:

Alternatives to the approach for the procurement and appointment of the contractors have been considered. The specific shop fronts and buildings for the project could have been tendered individually. This option was discounted as it would not offer economies of scale that are expected by grouping the works together.

Parties Consulted: The Lead Member for Jobs, Economy & Citizen Experience was consulted as part of the drafting of this report. The Landlords and Shop Owners have been regularly updated on progress and involved in the design stage of the project. They will enter into agreements for the works to take place on their properties. Ward Councillors have been kept up to date on project progress and will be further updated following the successful outcome of the procurement process and anticipated works programme.
