Purpose:
To request authority to vary and extend a contract in respect of the Learning Disability Service at 18 Ruby Street, NW10 9HJ with Dimensions (UK) Ltd, as required by Contract Standing Order 112.
Decision:
That the Operational Director Adult Social Care:
i) Approves the variation of the contract to allow for a 12-month extension of the current contract with Dimensions (UK) Ltd for an Adult Learning Disabilities Supported Living Service at 18 Ruby Street from 14 October 2022 to 13 October 2023.
ii) Subject to approval of (i) approves the extension of the current contract with Dimensions (UK) Ltd for a period of 12 months from 14 October 2022 to 13 October 2023.
Reasons for the decision:
In November 2019 the council awarded a contract for Adult Learning Disabilities Supported Living Services to Dimensions (UK) Limited (“Dimensions”). The Adult Learning Disabilities Supported Living Services contract (the “Contract”) was initially let for a period of two (2) years with the option to extend for up to six (6) months on the 13th April 2020.
A decision to take up the option and extend the Contract by 6 months was approved on 13th April 2022. The contract will expire on the 13th October 2022. The Contract does not currently contain a provision allowing for any further extension.
Dimensions currently supports five adults at the property at Ruby Street. A delay in mobilising service at Ruby Street meant that service users did not move into the accommodation until May 2022.
Officers believe that extending the Contract for a further twelve (12) months will avoid disruption and provide continuity of service to this vulnerable cohort of services users.
Alternative options considered:
Officers have considered a full competitive tender of the service. However, this was not thought to be in the best interest of the service users due to the timeline required and the fact that the service users have only recently moved into Ruby Street and have started to settle in well at the service.

Parties Consulted: The Cabinet Member for Public Health and Adult Social Care has been consulted on this decision. Officers have consulted key stakeholders who are in agreement that the variation and extension to the contract is the best option.
