To request approval to use a framework to procure for technical consultancy services for the two-form entry primary school development at the Strathcona site.
Decision:
That the Operational Director Property and Assets:
i) Approves Brent Council’s participation in a call-off procedure under the Crown Commercial Service RM6165 Construction Professional Services Framework Agreement for a call off under Lot 1 Built Environment and General Infrastructure for technical consultancy services in respect of the two-form entry primary school Strathcona Site Development.
ii) Confirms that, subject to Cabinet approval, there will be sufficient budgetary provision for the proposed Contract.
iii) Approves inviting bids under the Framework for the consultancy services on the basis of the pre-tender considerations.
iv) Approves officers evaluating bids on the basis of the evaluation criteria.
Reasons for the decision:
The Council requires the provision of
technical consultancy services in order to effectively deliver the
development of the Strathcona Site. It
has been determined that the most appropriate means of
providing the technical consultancy services is through the
procurement of a contract for the Strathcona Site development technical consultancy
services (the “Contract”) by way of a mini-competition
under RM6165 Construction Professional Services (the
Framework”).
The Council is proposing to appoint a contractor using one of the
build frameworks operated by the Department for Education
(DfE). The Council has
not used one of these frameworks before to deliver school
construction projects and as such, requires a technical consultancy
services organisation with
experience of successfully managing projects procured via this
procurement route. The proposed Framework listed provides a number
of technical consultancy organisations with experience of managing
projects on the DfE frameworks.
Alternative options considered:
Officers have considered whether the technical
consultancy services can be provided by the Council itself but have
concluded that it is best provided by a
consultancy organisation.
Officers have reviewed a range of procurement options including
conducting a tender process but have concluded that the use of the
Framework is the most appropriate means of procuring a consultancy
organisation given the reduction in time-scales, costs and
resources involved.

Parties Consulted: The Leader of the Council and the former Lead Member for Education, Employment and Skills were briefed on developments on this project including the notices from the Yusuf Islam Foundation and capital project delivery options. The current Lead Member for Children and Young People and Education has been briefed on the project. Officers met on 5 April 2022 with Preston Ward members and the former Lead Member for Education, Employment and Skills to discuss transport options for the Strathcona Site with the intention on making school related journeys (i.e. school drop off and pick up) car free. Officers met with Queens Park Ward members and the current Lead Member for Children, Young People and Schools on 15 July 2022 to brief them on the proposed relocation of Islamia Primary School. They will be kept informed as the project progresses.
