Decision details
Authority to Procure an Agreement for SQL Server Licences using a Framework Agreement (Officer Recordable Decision)
Decision Maker: Strategic Director - Customer and Digital Services
Decision status: For Determination
Is Key decision?: No
Is subject to call in?: No
Purpose:
To request approval to use a framework to procure ‘SQL Server Licences’.
Decision:
That the Strategic Director Customer and Digital Services:
i) Approves inviting bids under the Y20011 – KCS Professional Services Software Products and Associated Services 2 Framework on the basis of the pre-tender considerations.
ii) Approves officers evaluating bids on the basis of the evaluation criteria.
Reasons for the decision:
The current Shared Technology Services contract for SQL Server Licences expires on 30 June 2022, and it is therefore necessary to procure a new contract. The licences provide STS with the primary function of storing and retrieving data as requested by other software applications.
It has been determined that the most appropriate means of providing the SQL Server Licences for STS is through the procurement of a contractor by way of a mini-competition under the Framework.
Alternative options considered:
Other means of procuring the contract were considered by officers in Shared Technology Services but it was determined that the use of the Framework, rather than procuring a contract by formal tender, was best in terms of the reduction in time-scales, costs and resources involved.
Wards Affected: (All Wards);
Cabinet/Committee Decision or Scheme of Delegation: Officer scheme of delegation.
Parties Consulted: Representatives of the three Shared Service London Boroughs have been consulted in relation to this procurement as appropriate.
