Purpose:
To request approval to use a framework to procure Picture Palace Refurbishment Works and set out pre-tender considerations.
Decision:
That the Operational Director Property & Assets:
i) Approves Brent Council’s participation in a call-off procedure under the London and Quadrant Housing Trusts’ Build London Partnership and Asset Management Main Contractors Framework for a call off in respect of the refurbishment works at Picture Palace.
ii) Confirms there is sufficient budgetary provision for the proposed call-off contract.
iii) Approves inviting bids under the Framework Agreement referred to in (i) for refurbishment works at Picture Palace on the basis of the pre-tender considerations.
iv) Approves Officers evaluating bids on the basis of the evaluation criteria.
Reasons for the decision:
The council wishes to procure a contractor to
carry out refurbishment works at Picture Palace and it has been
determined that the most appropriate procurement route will be
undertaking a mini-competition under the London and Quadrant
Housing Trust Build London Partnership and Asset Management Main
Contractors Framework (the “Framework”). Calling off
via a framework offers Brent council reduced timescales such as a
shorter period given to suppliers to bid for the project and reduce
evaluation resources from council to pre-qualify bidders.
Alternative options considered:
Officers have considered whether the
refurbishment works can be provided by the council itself but have
concluded that refurbishment works at Picture Palace is best
provided by a contractor.
Officers have reviewed a range of procurement options including
conducting a tender process but have concluded that the use of the
Framework is the most appropriate means of procuring a contractor
given the reduction in time-scales, costs and resources
involved.

Parties Consulted: The Lead Member for Regeneration and Planning and Leader of the Council have been kept up to date with project progress. Stakeholders such as Assets for Brent Consortium and Harlesden Neighbourhood Forum have been involved in the feasibility study and the proposals for Picture Palace. They will continue to be involved through the design development and other aspects where applicable as the project progresses.
