To request approval to use a framework to procure for the SEND accommodation works to Manor School and approval of the pre-tender considerations.
Decision:
That the Operational Director of Property
& Assets:
i) Approves Brent Council’s participation in a call-off procedure under the NHS Modular Buildings Framework Ref SBS/10091 Framework Agreement for a call off in respect of the SEND accommodation provision for Manor School under Lot 5 – Modular Education Units for Purchase.
ii) Confirms that there is sufficient budgetary provision for the proposed call-off contract.
iii) Approves inviting bids under the Framework Agreement for the SEND Accommodation for Manor School on the basis of the pre - tender considerations set out.
iv) Approves Officers evaluating bids on the basis of the evaluation criteria set out.
Reasons for the decision:
The council requires a contractor to provide
Special Education Needs and Disabilities (SEND) accommodation for
the expansion of Manor School. It has been determined that the most
appropriate means of providing the refurbishment works is through
the procurement of a contract for the SEND accommodation for Manor
School (the “Contract”) by way of a mini-competition
under the NHS Modular Buildings Framework Ref SBS/10091 (the
“Framework”) under Lot 5 – Modular Education
Units for Purchase.
Alternative options considered:
Officers have considered whether the SEND
accommodation requirements can be provided by the council itself
but have concluded that it is best provided by a contractor.
Officers have reviewed a range of procurement options including
conducting a tender process but have concluded that the use of the
Framework is the most appropriate means of procuring a contractor
given the reduction in time-scales, costs and resources
involved.

Parties Consulted: The Lead Member for Education, Employment and Skills has been consulted on the SEND Capital Programme progress. Ward Members will be kept up to date with project progress such as planning application submissions and works starting on site. The Council is working closely with both schools (Manor School and Newman Catholic College) to deliver the scheme. The schools are working with the Council to agree the required accommodation and the operation of the schools once completed.
