Purpose:
To seek approval to vary a contract for the appointed architects on the Masefield House, Wordsworth House and Dickens House scheme as required by Contract Standing Order 112.
Decision:
To approve the variation of the contract with Karakusevic Carson Architects for Masefield House, Wordsworth House and Dickens House scheme in South Kilburn to include additional services under RIBA Plan of Work stages 1-3 on the existing school sites and Kilburn Open.
Reasons for the decision:
In January 2021, the Operational Director for Regeneration, Growth, and Employment approved the appointment of Karakusevic Carson Architects LLP (“KCA”) for the architecturally led multi-disciplinary design team for the Masefield House, Wordsworth House and Dickens House (“MWD”) site forming part of the wider South Kilburn regeneration programme.
The design team were procured to deliver a range of architectural services to include a mixed use development with active ground floor uses (subject to viability) which could deliver approximately 131 dwellings with approx. 60 as affordable; and a new two form entry primary school.
Design work has been progressing since May 2021. The project is approaching the end of RIBA Stage 1 and Planning officers have recommended that the scope of the project be extended to mitigate the loss of open space within the current red line boundary. This is to provide comfort to Planning Committee members that there are clear proposals in place to reprovide the open space being taken by the school.
Alternative options considered:
Having determined that additional architectural services for the MWD site are required, Officers considered whether such services could be procured through a new procurement process. Given the close connection between the existing services and the further services required, officers have concluded that varying the existing contract with KCA is the most appropriate and cost effective means of procuring such architectural services.
