Purpose:

To set out the methodology that has been used to identify and assess alternative delivery models and present the delivery model options that are considered to best meet the objectives set for the RLS programme, and to outline the proposed format and design of the statutory consultation process scheduled for May / June 2021.

Decision:

That the Cabinet Member for Environment, in consultation with the Leader:

 

i)             Notes the process and methodology for identification, comparison and selection of the delivery models considered within this report.

 

ii)            Agrees that options 1 and 2, set out in section 5 of the report, are selected as the favoured competing options for the RLS delivery model.

 

iii)           Agrees that information on RLS Delivery Model Options 1 and 2, together with the alternative options which are not currently favoured, are issued for statutory consultation with representatives of persons identified under Section 3 of the Local Government Act 1999 during May and June 2021.

 

iv)           Agrees the proposed statutory consultation format and design in Appendix 3.
