Purpose:
To request authority to procure architecture and related services for housing and mixed-use and mixed tenure development during Phase 1 of the St Raphael’s Estate Regeneration Project under a framework agreement as required by Contract Standing Order Regulation 88(a), by way of a mini-tender competition held under Lot 4 of the Greater London Authority’s Architecture Design and Urbanism Panel (ADUP 2) Framework Agreement (the “Framework Agreement”).
Decision:
That the Operational Director of Housing:
i) Approves the Council’s invitation of bids for the purchase of architecure and related services for housing and mixed-use and mixed tenure development from Lot 4 of the Greater London Authority’s Archtecture Design and Urbanism Panel Framework (“the ADUP 2 Framework”) on the basis of the Pre-Tender considerations.
ii) Approves officers evaluating bids based on the evaluation criteria set out.
Reasons for the decision:
The Council requires architecture and related services for housing and mixed-use and mixed tenure development for the Phase 1 site on St Raphael’s Estate. Mini competition amongst suppliers appointed to Lot 4 of the ADUP 2 Framework is considered by Officers to be the most appropriate means of procuring those services.
Alternative options considered:
Officers considered whether the services could be provided by the Council itself but concluded that the services are best provided by external consultants. Officers reviewed a range of procurement options and concluded that mini-competition using the ADUP 2 Framework is the most appropriate means of procuring the services required. ADUP 2 is a compliant framework that utilises a mini competition process to select a supplier.

Parties Consulted: The Lead Member for Housing and Welfare Reform has been briefed on the procurement, in addition to the ward members. There is considerable focus on community and stakeholder engagement and officers have consulted with the Residents' Board, St Raph's Vice, in relation to the proposed letting of this contract.
