To seek approval to set up the Brent Meanwhile Partnership and the Meanwhile Foundation, a charitable organisation.  The Partnership will be an agreement between the council and the newly formed Foundation to provide effective governance for temporary use projects such as South Kilburn Studios, Willesden Windows and projects in Wembley.  The Partnership enables the council to retain influence over the projects while relieving them of property related risks.

(i)         that the Director for Regeneration and Major Projects be authorised to formally establish the Meanwhile Foundation, a new national charitable organisation in partnership with Locality and other founding partners; 

(ii)        that the Director of Regeneration and Major Projects be authorised to enter into a Framework agreement on behalf of the Council with the Meanwhile Foundation.
