This decision will be taken under urgency procedures.

Reason for urgency:
The contract was scheduled to be added to the Forward Plan in July 2025, however was not flagged for inclusion due to its April 2026 expiry date and was not identified as requiring urgent decision at the time. The need for urgency has arisen because the contract must be awarded by 19 December 2025 to capture the savings of circa £300k+ as negotiated with hte supplier and to ensure continuity of service and compliance with procurement regulations. Deferring the decision would risk a gap in service provision for printing across the STS partners, potentially impacting council operations and service deliver, and would mean the Council would forfeit the substantial savings that have been negotiated. The option to waive call-in has been applied as the Council's and public's interest would be seriously prejudiced by any delay, as failure to award the contract would disrupt essential printing services, affect multiple boroughs and breach procurement compliance.
