Variation and Extension of two current Framework Agreements for the provision of Disabled Facilities Installation & Repair works in Council owned residential properties (Individual Cabinet Member Key Decision)
This report requests individual Cabinet Member approval to extend a framework agreement in respect of disabled facilities installation and repair works in council-owned residential properties, in accordance with paragraph 13 of Part 3 of the Constitution.

Reason for urgency:
The process to extend the contract in question was formally initiated on 07 October 2024 nearly one year prior to its scheduled expiry.Despite the early initiation, unprecedented delays occurred during the processing stages. By the time these delays came to light, it was no longer feasible to complete all the required governance processes within the prescribed timelines which has required notice to be waived under urgency in relation to the Forward Plan and also Call-In.
A decision is required to ensure continuity of services and compliance with existing commitments moving forward & to allow for the retendering of the Framework Agreements which is anticipated to last for a period of 12 months.
If Cabinet Member approval is deferred, the current framework will expire on 05 October 2025. Should this occur, all works committed under the current contract would cease which will pose significant risks in terms of the to protection of vulnerable residents & financial costs
