Notice of proposed decision first published: 07/01/2025
This decision will be taken under urgency procedures.
Reason for urgency:
The decisoin must be implemented urgently and the 5 day call-in period must be dis-applied to allow the decision to take immediate effect. Concerns were identified regarding fire safety measures within the building and the arrangements for supporting vulnerable residents. Due to these concerns and delays from the landlord in implementing appropriate safety measures, the contract extension was initially unable to proceed. Officers prioritised ensuring the landlord established sufficient plans to safeguarding residents. The landlord has now introduced 24-hour fire marshall coverage to maintain the safety of residents. As a result, the care contract can be awarded whilt officers work towards developing a comprehensive long-term plan for the residents at Visram House. Failure to award the care contract would pose significant risks to the residents, as they rely on care and support to manage their daily living activities effectively.
