This decision seeks approval to award a contract for the management of Covid-19 Lateral Flow Testing on behalf of the Department of Health & Social Care (DHSC) as required by Contract Standing Order 88.

Reason for urgency:
It was not possible to provide notice on the Forward Plan due to the need to urgently procure the ongoing Lateral Flow Testing service and it was not considered the Council had time to complete a tender process or comply withe the usual timescales in the Public Contract Regulations 2015. There was also no time to run an accelerated procurement under the open or restricted procedures or competitive procedure with negotiation or to place a call off contract under an existing commercial agreement or framework. Approval is therefore sought to an immediate direct award of contract on the basis of extreme urgency with the intention is to award a contract for 13 weeks, in order to address the public health concerns and the contract to run to 31 Dec 21.
