Reason for urgency:
The contract’s estimated value was below the Key Decision threshold so it was expected that the award would be treated as a non-key decision. However, the tenders received are over £500,000 so the decision falls as a Key Decision. The contract estimate was based on a quantity surveyor’s assessment of the anticipated cost based on rates and experience from previous projects. It was therefore deemed an acceptable pre-tender estimate to us. The works relate to improvement works at two schools. As the works are intrusive and destructive in nature (i.e. removal of equipment from classrooms) it is best to complete these works during the school summer holidays so reducing the inconvenience and disruption to the school. By deferring the decision to a later date it will prevent the contractor from mobilising in time and the works will have to be completed out of school hours during term time which would lead to greater cost and inconvenience to the school and its pupils and staff.
