Reason for urgency:
The procurement of the contractor to carry out the required mechanical and electrical improvement works was published on 12 April 2019 with a response date of 3 May 2019. It was anticipated that the contract award would be made week commencing 3 June 2019 in order to provide the most amount of time to the contractor to order the required materials and allocate the resources to deliver the project. During the evaluation of the bids received, a change was agreed by Council to the Key Decision definition requiring advance notice of any decisions involving expenditure of £500k and above to be listed on the Forward Plan. This was confirmed on 29 May 2019 meaning that the decision to award the contract could not be made until 4 July 2019 at the earliest. This would mean a reduction in the lead-in time provided to the contractor and potentially put the delivery of the project at risk as, due to their nature, the works are scheduled to take place over the school holiday period.
