It is not practical to defer the decision to the next meeting because the selection of a preferred option at Cabinet on 15 November 2016 is necessary to provide sufficient time for consultation and a final decision by Cabinet to inform the preparation and agreement of the HRA budget for 2017/18; deferral would also delay the realisation of the service and financial benefits arising from decision on the option for future housing management services.
