Petition to convert two parking spaces on Bryan Avenue into a loading zone
113 Bryan Avenue is a warehouse
facility and is currently leased by
Gorillas Technologies UK LTD who
operate a food delivery service out of
the property.
The property is zoned as a
warehouse and currently receives
deliveries to the property, and is likely
to continue to do so in the future. The
nature of deliveries to the property
presents an issue for local residents
as trucks and vans can cause
congestion on Bryan Avenue as there
is no designated loading zone.
In the Department for Communities
and Local Government guidance
paper on the Traffic Management Act
2004 it is provided that there is an
"explicit duty on local authorities to
manage their network so as to reduce
congestion and disruption, and
provides additional powers to do with
parking." This duty relates to meeting
the interests of all road users in a
community, including businesses.
Implementing a timed loading zone
outside 113 Bryan Avenue is a
reasonably practicable effort that
would enable the Local Authority
to better manage the network on
Bryan Avenue and to effectively keep
traffic moving. As the use of the
warehouse affects residents of Bryan
Avenue it is in the Local
Authority's interests to alter the
parking spots in order to encourage a
more copacetic management of traffic
and resident/business relations on
Bryan Avenue.
