We the undersigned petition the council to Urgently review and extend the operating hours of resident parking restrictions within Controlled Parking Zone HW (CPZ HW) in the London Borough of Brent. We request that the current parking restrictions, which end at 6:30pm, be extended until at least 10pm, seven days a week, to better protect parking availability for local residents. We also request that Brent Council investigate the possibility of introducing 24-hour resident-only parking in areas of CPZ HW where parking shortages are particularly severe. We call upon the council to conduct evening parking surveys, consult residents within CPZ HW and introduce fairer parking arrangements that prioritise the needs of local permit holders.

Residents living within Controlled Parking Zone HW (CPZ HW) in Brent are experiencing significant difficulties finding parking near their homes, particularly during the evenings.

Despite paying for resident parking permits, many residents return home from work after 6:30pm only to discover that there are no available parking spaces.

Under the current arrangements, parking restrictions in CPZ HW end at 6:30pm. After this time, vehicles without resident permits can legally occupy parking bays that are otherwise controlled during restricted hours.

This means that residents who pay for parking permits are competing for already limited parking spaces with vehicles that do not require permits during the evening.

We believe this situation is unfair and undermines the purpose of the resident parking permit system.

Residents should not be expected to pay for parking permits while consistently struggling to find parking near their homes when returning from work or other commitments.

This particularly affects residents who work long hours, evening shifts or have family responsibilities.

Although we recognise that resident parking permits do not guarantee a parking space, we believe the operating hours should reflect the actual parking needs of the local community.

Brent Council already operates other Controlled Parking Zones with restrictions extending into the evening. We believe CPZ HW residents deserve the same consideration.

We therefore call upon Brent Council to:

1. Extend the operating hours of resident parking restrictions in CPZ HW until at least 10pm, seven days a week.
2. Consider introducing 24-hour resident-only parking in streets experiencing particularly severe parking shortages.
3. Conduct parking occupancy surveys between 6:30pm and 10pm, including weekdays and weekends.
4. Investigate the impact of vehicles without resident permits occupying parking spaces after the current restrictions end.
5. Consult CPZ HW residents regarding their preferred parking restrictions and operating hours.
6. Review whether the current resident parking permit charges provide reasonable value in areas experiencing persistent parking shortages.
7. Explore opportunities to increase the number of resident-only parking bays where safe and practical.

Residents who pay for parking permits deserve a fair opportunity to park near their homes, particularly during the evening when parking demand is highest.

We urge Brent Council to recognise the parking difficulties experienced by CPZ HW residents and take meaningful action to improve parking availability.
