Blackstone Road NW2 – Parking Petition (Zone GA)

We the undersigned petition the council to We, the residents of Blackstone Road NW2 6D/6BY (with 25 dwellings), request that Brent Council urgently review and amend the current GA CPZ parking restrictions. Since the 2009 changes, our road has been overwhelmed by commercial vehicles from neighbouring streets, leaving permit-paying residents unable to park near their homes. This has resulted in: • Loss of resident parking due to long-term occupation by commercial vehicles • Property damage and restricted access caused by oversized vehicles • Noise disturbance from early-morning vehicle movements • Safety risks and increased blind spots contributing to crime concerns We therefore ask the Council to restore the original parking hours (Mon–Sat, 10:00–21:00) to bring Blackstone Road in line with adjacent streets and relieve long-standing parking pressures.

The key issues leading to this petition are as follows:
1. The current GA CPZ was introduced without due consultation in 2009 and has led to Blackstone Road being abused by large numbers of commercial vehicles whose drivers and owners live in adjacent streets where residents are better protected with stricter parking regulations. Blackstone Road is in parking sector GA.

2. Prior to 2009 there were no such issues. Now it has deteriorated to the point where residents are upset, seriously inconvenienced and frustrated.

3. The source of this problem is that Blackstone Road has far less onerous parking restriction hours than the other streets in zone GM, for example, Heber Road, Olive Road, Cedar Road, and Ashford Road making it highly attractive for car, and particularly, commercial vehicle drivers to park in Blackstone Road, where they can do so without paying.

Blackstone Road’s restrictions run from 10:00 to 15:00 (Zone GA), while neighbouring streets operate from 10:00 to 21:00 (Zone GM). Because many commercial drivers finish work around 16:00, they use Blackstone Road as a free parking option and then walk home to nearby streets where restrictions continue until 21:00. As a result, our road absorbs most of their vehicles every afternoon, evening, and weekend

4. Many households in Blackstone Road do also pay for residents’ parking, but almost all parking spaces are blocked by commercial vehicles after 16:00 every day, and throughout the evenings and weekends. Commercial vehicles occupy spaces for whole weekends at a time. These vehicles originate from the GM parking sector where there is abundant parking space (but which has to be paid for, unlike Blackstone Road).

5. As can be seen from the photographs provided with this petition, Blackstone Road households despite having to pay for resident’s parking in most cases, are denied access to those very parking spaces by commercial and other vehicles that occupy them for long periods and pay nothing for them.

6. Additionally, given the disproportionately large size of these vehicles they are causing damage (as documented) both to residents’ property (boundary walls and gates), as well as residents’ parked cars while manoeuvring. They not only restrict views for drivers and pedestrians but also illegally block access for those residents who have off-street parking, which is clearly dangerous.

The majority of the overnight commercial vehicle drivers depart early at around 07:00, causing noise nuisance, starting up diesel engines, and reversing out of their parking space, while throwing rubbish (and worse) into gardens as they come and go.

Given their size and numbers (as is evident from photographs supplied), these vehicles cause blind spots in the street which it is believed has increased opportunistic crime, and drug trading - much of it documented on residents’ CCTV cameras.

7. Prior to the 2009 changes, there were no parking issues or abuse in Blackstone Road.

8. Many new households have moved into Blackstone Road since 2009, and together with the legacy families, we have now organised ourselves to request the Council to restore the parking regulations to those prevailing in 2009, as summarized below.

9. The requested new hours are Mon–Sat, 10:00–21:00 to match adjacent roads and restore the 2009 status quo.

The purpose of this Petition, therefore, is to assert the reasonableness of the reintroduction of the original parking timings (from 2009) so that Blackstone Road residents no longer have to bear the vast bulk of commercial vehicle parking for the adjacent five streets, all of which currently are free of commercial vehicle parking.
It is both unreasonable and inequitable for the current situation to continue, and we therefore request that Brent provides urgent and immediate attention and remedies for the deteriorating situation.
