To request authority to award a contract for roof and window replacement works at Anson Primary School and roof perimeter works at Newfield Primary School, drainage works at Roe Green Infant & Junior School, and window replacement works at Mora Primary School.

That the Director – Property and Assets:

i)               Approves the award of a contract for the roof replacement works at Anson Primary School and roof perimeter works at Newfield Primary School, drainage works at Roe Green Infant and Junior School, and window replacement works at Mora Primary School for £458,436.62 to Amber Construction Services Ltd.

Authority to award the contract for the provision of IT Software Solution for the delivery of the NHS Health Checks Programme through a Direct Award.

That the Director of Public Health, Leisure and Parks, in consultation with the Lead Member for Adult Social Care, Public Health and Leisure:

i)               Approves the award of contract for the provision of a software solution to support the delivery of the NHS Health Checks programme to Pungo Ltd, by way of a direct award, for a contract period of three years with the option to extend for an additional year at a total value of £552,950, exclusive of VAT.

There was no other urgent business.

Granted planning permission subject to:

(1)  The prior completion of a s106 legal agreement to secure the planning obligations as detailed within the main committee report.

(2)  The conditions and informatives, as set out in the main and updated within the supplementary committee report, together with:

·       An update to condition 22 (part iv) to include details of on-site play features designed for young children (ages 0–5), including detailed information together with sections to demonstrate potential impact on privacy of adjoining properties.

·       The requirement that an off-site financial contribution to be spent on improvements to nearby open spaces which may include improvements to the open spaces themselves, the play facilities within these open spaces and/or improvements to the routes to these spaces from the application site, through an additional heads of terms to the legal agreement.

RESOLVED that the minutes of the previous meetings held on Wednesday 12 February 2025, Wednesday 12 March 2025 and Wednesday 09 April 2025 be approved as a correct record of the meeting.

There were no declarations of interests made during the meeting.

To seek approval to waive Contract Standing Orders to enable the direct award of a contract for the provision of software for the delivery of NHS health checks programme through a direct award.

That the Cabinet Member for Adult Social Care, Public Health and Leisure, having consulted with the Leader:

i)               Approves an exemption pursuant to Contract Standing Order 84(a) of the requirement to tender a contract to permit a direct award for the provision of an IT and software solution to support the technical delivery of the NHS Health Checks Programme for a duration of three (3) years in the sum of £552,950, in accordance with paragraph 13 of Part 3 of the Constitution.

To request authority to extend the PSPO for nuisance vehicles for a further 3 years.

(1)        To note feedback on the proposed extension of the Public Spaces Protection Order (PSPO) for Nuisance Vehicles as set out in the accompanying report.

(2)        To note the outcome of the recent consultation process, indicating significant support for extension.

(3)        Following on from consultation undertaken with the Cabinet Member for Safer Communities, Jobs & Skills, to approve the extension of the of the Public Spaces Protection Order (PSPO) for Nuisance Vehicles as set out in the accompanying report

To request authority to procure a Brent Civic Intumescent Coating contract using a dynamic purchasing system.

That the Director of Property and Assets:

i)               Approves Brent Council’s participation in a call-off procedure under the PAGABO DPS for Small Works in respect of Brent Civic Intumescent Coating.

ii)              Confirms there is sufficient budgetary provision for the proposed call-off contract.

iii)            Approves inviting bids under the Dynamic Purchasing System for Brent Civic Intumescent Coating on the basis of the pre-tender considerations.

iv)            Approves officers evaluating bids on the basis of the evaluation criteria.

To request approval to use a framework to procure a contractor for the expansion of the Woodfield School.

That the Director of Property and Assets:

i)               Approves Brent Council’s participation in a call-off procedure under the Crown Commercial Service (CCS) Offsite Construction Solutions Framework Agreement (RM6184) in respect of a design and build contract for the expansion of the Woodfield School.

ii)              Confirms that there is sufficient budgetary provision for the proposed call-off contract.

iii)            Approves inviting bids under the Framework Agreement referred to in 2.1 for the Woodfield School contractor on the basis of the pre – tender considerations.

iv)            Approves Officers evaluating bids on the basis of the evaluation criteria.

To request authority to award the contract for demolition and rebuild of nursery at Northview Junior & Infants School as per Contract Standing Orders 88 and 89.

That the Corporate Director Neighbourhoods and Regeneration:

i)               Approves the award of a contract for the demolition and rebuild of the nursery at Northview Junior and Infant School to Ash Contracting Ltd for £999,397.14.

To aprpove the variation of the design and build contract for Hill Partnerships Ltd for the Watling Gardens Project.

To approve the variation of the Design & Build contract with Hill Partnerships Limited for the delivery of the Watling Gardens project as set out in paragraph 3.2 of the accompanying report.

That the Director of Housing Needs and Support, in consultation with the Cabinet Member for Housing and Resident Services:

i)               Approves the pre-tender considerations.

ii)              Approves the award of the contract for the provision of Resettlement Support Services with Beam Up Ltd for a period of 12 months in the sum of £1.35m.

To approve the award of contract for architect-led multi-disciplinary design team, and principal designer services for a new 1FE school with 2FE infrastructure on the site of Carlton Vale Infant School, South Kilburn.

(1)        To note that RIBA Stage 1 of the South Kilburn Primary School project is nearing completion and will be presented to the Infrastructure and Regeneration Programme Board and the School Capital Programme Board in July 2025.

(2)        To note that the design brief and school layout options have been presented to the School Capital Programme Board in April 2025 and accepted by the School and Children and Young People (CYP) Department, establishing the basis for project progression.

(3)        To approve the progression of the South Kilburn Primary School project to RIBA Stages 2 and 3, enabling the development of detailed design for planning submission and tender.

(4)        To approve the pre-tender considerations set out in paragraph 3.4 of the accompanying report.

(5)        To approve the award the contract for Architect-led Multi-disciplinary Design Team, and Principal Designer Services (RIBA stages 2-3) for a new 1FE school with 2FE infrastructure on the site of Carlton Vale Infant School, South Kilburn to Cottrell & Vermeulen Architecture Ltd for 24 months including possible extensions in the sum of £995,000.00 excluding VAT, inclusive of contingency, surveys, and framework levy.
