To seek approval to enter into an Agreement with the Department for Work and Pensions (DWP) relating to grant funding (received by Ealing Council as the Lead Authority on behalf of the West London Alliance (WLA) for the funding and delivery of Connect to Work Services.

That the Corporate Director Finance and Resources:

i)               Notes that Brent Council, in association with with 6 other West London Alliance (WLA) boroughs, has been successful in an application for Connect to Work Grant Funding from the Department for Work and Pensions (DWP) in the sum of £43.2m across the 7 WLA boroughs for the period April 2025 – March 2030.

ii)              Approves Brent Council entering into an agreement with the DWP to access the Connect to Work Grant Funding by signing the Side Letter set out in Appendix 1.

That the Cabinet Member for Finance an Resources, having consulted with the Leader in accordance with paragraph 13 of Part 3 of the Constitution:

i)               Approves the award of contract for the provision of Microsoft Licences for the London Borough of Lewisham to Ultima Business Solutions Ltd in the sum of £3,807,019.77.

This report requests individual Cabinet Member approval to extend a framework agreement in respect of disabled facilities installation and repair works in council-owned residential properties, in accordance with paragraph 13 of Part 3 of the Constitution.

(1)       To approve the variation of the Framework Agreements for disabled facilities installation and repair works in council-owned residential properties between the Council and C & C Builders Limited and between the Council and Frederick George Mileham Limited as set out in paragraphs 3.1

(2)       To approve the extension of the framework agreements detailed in (1) above for a period of 12 months from 5 October 2025.

(3)       To approve an increase in the contract rates payable to each contractor during the extended period referred to at (2) above by a rate of 5%, thereby increasing the annual sum up to which each contractor is paid as a described in paragraph 3.5 and Schedule 1.

This report concerns the procurement of a new contract for the management of Vale Farm Sport Centre, commencing 1 March 2026.

(1)       To approve inviting tenders for the management of Vale Farm Sports Centre on the basis of the pre-tender considerations set out in paragraph 3.6 of the report.

(2)       To approve officers evaluating the tenders referred to in (1) above on the basis of the evaluation criteria set out in paragraph 3.6 of the report.

The sub-committee noted that the licensed premises is in a CIZ, where expanding alcohol sales is generally not approved. Applicants must show that their proposed licence would not harm/ negatively impact the licensing objectives. The sub-committee determined that the licensing objectives of:

• The prevention of public nuisance

would be undermined were the application to be allowed.

The interim steps taken until the full review hearing was to modify the current licence with immediate effect, by adding various conditions.

To confirm the allocation and distribution of the Household Support Fund Extension, which runs from 1 April 2025 to 31 March 2026.

That the Corporate Director Residents and Housing Services, in consultation with the Cabinet Member for Customer Experience, Resident Support and Culture, approves the proposed allocation of Household Support Fund (HSF) funding as follows:

B.    The decision made on 16 May 2025 in relation to food vouchers for residents with children on free school meals confirmed the use of HSF funding for this only until 31 October 2025. Following a review, that the remaining HSF funding is utilised to continue to provide Food Vouchers up to and including the Easter Holidays of 2026.
