To request authority to tender for a provider of Independent Travel Training.

That the Corporate Director Children and Young People:

i)             Approves inviting tenders for the provision of an Independent Travel Trainng Service on the basis of the pre-tender considerations.

ii)            Approves officers evaluating the tenders on the basis of the evaluation criteria.

To approve payment to Via New Beginnings for work undertaken in 2024/25 pending Direct Award of the reprocured contract for the service through the Provider Selection Regime.

That the Cabinet member for Community Health and Wellbeing, having consulted with the Leader:

i)                 Notes that the Integrated Treatment Recovery Wellbeing and Subtance Misuse Service was provided to the Council by VIA Community Ltd under a contract expring on 31 March 2024.

ii)               Notes that VIA Community Ltd has continued to provide the Integrated Treatment Recovery Wellbeing Substance Misuse Service to the Council since 1 April 2024 and that payment is due in respect of the said service provision to such date as services cease.

iii)              Notes that the Council is to procure a replacement Integrated Treatment Recovery Wellbeing and Substance Misuse Service, with the proposal to seek Cabinet authority in November 2024 for the procurement of the contract under the Provider Selection Regime.

That the Corporate Director Finance and Resources:

i)             Approves the pre-tender considerations as set out in the report.

ii)            Approves the award of the contract for Security Operations Centre Services to NCC Group Security Services Limited for an initial term of two years, with an optional extension of one year in the total sum of £801,371.

To request authority to award a contract for Debt Advice Services.

That the Corporate Director Partnerships, Housing and Resident Services:

i)             Approves the award of contract for Debt Advice Services for an initial three year period with a potential 2 year extension on a 1+1 basis in the sum of £495,775.00 to Citizens Advice Bureau, trading as Citizens Advice Brent.

To request authority to use a framework to procure the multidisciplinary technical consultancy services for the 2026-2029 school asset management programme.

That the Director of Property & Assets:

i)             Approves Brent Council’s participation in a call-off procedure under the Fusion 21 Project Management and Multidisciplinary Consultancy Service and Lead Consultant Framework Agreement in respect of the multidisciplinary technical consultancy services for the 2026-2029 School Asset Management Programme (AMP).

To request authority to award for a provider to deliver the Community Wellbeing Service at the New Millenium Centre.

That the Cabinet Member for Resident Support and Culture, having consulted with the Leader:

i)             Approves the award of contract for the Community Wellbeing Service to Sufra NW London for an initial 3 year period, with a potential extension of yearly periods up to a maximum of 2 years with a contract value of £1,999,399.00, subject to terms being agreed between the Council and NHS Property Services Limited for the Licence to occupy the premises at the New Millenium Day Centre, 1 Robson Avenue, Roundwood, NW10 3SG.

To approve consultation on the draft Residential  Extensions and Alterations Supplementary Planning Document.

That the Cabinet Member for Regeneration, Planning and Growth, in consultation with the Leader:

i)             Approves consultation on a Residential Extensions and Alterations Draft Supplementary Planning Document as set out in Appendix A.
