i) Approves the variation of the contract for the provision of a Targeted Mental Health and Emotional Wellbeing Service for vulnerable children and young people in identified group with the Anna Freud Centre to reduce:
a. The agreed contract value for Year 3 by £72,324.88 (from £540,513.88 to £468,189.00) to cover for the provision of core services for the period 1 February 2025 to 31 January 2026.
b. The number of children and young people that will be able to access the services from 350 to 300.
c. The number of staff by 1 FTE Wellbeing Practitioner.
d. Administrative [support] time by one day a week.
e. The Deputy Service Lead’s role by one day a week.
ii) Approves the extension of the contract for a period of 12 months from 1 February 2025 to 31 January 2026.

i) Approves the award of a Care and Support Contract at Clement Close for Supported Living Services for both Core Hours and Assessed Hours to Westminster Homecare Limited for a period of three (3) years in the sum of £2,746,735, with an option to extend for yearly periods at the annual sum of £915,578 up to a maximum of two (2) further years giving a total contract value of up to £4,577,892.00 the a possible 5 year contract.

20/11/2024 - Application to the Warm Homes: Social Housing Fund Wave 3 for external grant funding (Officer Non Key Recordable Decision) ref: 7182 Recommendations Approved
The Warm Homes: Social Housing Fund (WH:SHF), previously known as the Social Housing Decarbonisation Fund (SHDF), is a grant fund administered by the Department for Energy Security and Net Zero (DESNZ) that aims to support Registered Providers of social housing with making improvements to the energy performance of their housing stock.
For this next and newest phase it is proposed that Brent join a consortium of 27 London Boroughs and housing associations to submit a strategic partnership bid for this fund on a London-wide basis. The overarching pan-London bid is being coordinated by Retrofit London, a team within London Councils, alongside the Greater London Authority (GLA). This decision therefore seeks approval to submit their signed declaration to London Councils ahead of the bid being submitted to DESNZ.

That the Corporate Director, Partnerships, Housing and Resident Services, in consultation with the Cabinet Member for Employment, Innovation and Climate Action:
(1) Approve the submission of an application for grant funding as part of a Pan-London consortium bid, coordinated by London Councils, to the Warm Homes: Social Housing Fund in the sum of £1.23M.
(2) Note that to qualify for grant funding set out in (1) above, the Council is required to co-fund the sum of £2.46m to deliver the energy efficiency works.
(3) Note that the Corporate Director, Finance and Resources, as required as part of the Consortia Member Declaration, also approve the submission of the application for grant funding as set out in (1) above.

22/11/2024 - Application to the Public Sector Decarbonisation Scheme Phase 4 for external grant funding (Officer Non Key Recordable Decision) ref: 7180 Recommendations Approved
To seek approval for submission of an application under the Public Sector Decarbonisation Scheme (PSDS) to deliver heat decarbonisation and energy efficiency measures across two sites on Brent’s corporate estate. This bid would form part of the council’s emerging Corporate Estate Heat Decarbonisation Net Zero Plan.

(1) That the Corporate Director Neighbour and Regeneration in consultation with the Cabinet Member for Employment, Innovation and Climate Action approves the submission of an application for grant funding to the Public Sector Decarbonisation Scheme in the sum of £667,628.
(2) To note that to qualify for grant funding set out in (1) above, the council is required to match fund the sum of £138,911, plus a contingency of an additional £111,089, totalling £250,000, which is being requested from the Carbon Offset Fund.

iii) Enter into a deed of variation to the Overarching Hybrid Development Agreement in respect of the Ujima House and Cecil Avenue sites, made between the Council, Wates Construction Limited and Wates Group Limited in order to extend the Delivery Partner Default date (in relation to Ujima House) from 13/07/2024 to 13/01/2025; the Estimated Practical Completion date from 13/02/2026 to 13/08/2026; and the Practical Completion Longstop date from 13/11/2026 to 13/05/2027.
