To seek approval to waive Contract Standing Orders to enable the direct award of a contract for the provision of software for the delivery of NHS health checks programme through a direct award.

That the Cabinet Member for Adult Social Care, Public Health and Leisure, having consulted with the Leader:

i)               Approves an exemption pursuant to Contract Standing Order 84(a) of the requirement to tender a contract to permit a direct award for the provision of an IT and software solution to support the technical delivery of the NHS Health Checks Programme for a duration of three (3) years in the sum of £552,950, in accordance with paragraph 13 of Part 3 of the Constitution.

To request authority to use a framework to procure a Managed Service Provider for the supply of temporary agency workers for Brent Council.

That the Corporate Director Law and Governance:

i)               Approves Brent Council’s participation in a call-off procedure under the YPO Managing Recruitment and Resourcing, Lot 1: Managed Service for Temporary Recruitment for Local Authorities Framework Agreement for a call off in respect of the supply of temporary agency workers and ad-hoc permanent recruitment services.

ii)              Confirms there is sufficient budgetary resources provision for the proposed call off contract.

iii)            Approves inviting bids under the framework agreement on the basis of the pre-tender considerations.

iv)            Approves officers evaluating bids on the basis of the evaluation criteria.

To request approval to vary and extend a contract in respect of Supported Living Services at Woodhill Crescent with Metropolitan Housing Trust Limited.

That the Cabinet Member for Adult Social Care, Public Health and Leisure, having consulted with the Leader:

i)               Approves the variation of the contract for Supported Living Services at Woodhill Crescent with Metropolitan Housing Trust Limited to permit the extension of the contract.

ii)              Approves the extension of the contract with Metropolitan Housing Trust Limited for a period of 6 months with a 1-month break clause from 1 April 2025 to 30 September 2025 in the sum of £169,066.03.

To request authority to vary and extend a contract in respect of Supported Living Services for Adults at Ruby Street.

That the Cabinet Member for Adult Social Care, Public Health and Leisure, having consulted with the Leader:

i)               Approves the variation of the contract for Supported Living Services at Ruby Street with Dimensions (UK) Limited to permit the extension of the contract as set out in the report.

ii)              Approves the extension of the contract with Dimensions (UK) Limited for a period of 6 months with a 1-month break clause from 1 April2025 to 30 September 2025 in the sum of £158,317.37.

To request approval to vary and extend a contract in respect of Supported Living Services for Adults at Preston Road with Metropolitan Housing Trust Limited.

That the Cabinet Member for Adult Social Care, Public Health and Leisure, having consulted with the Leader:

i)               Approves the variation of the contract for Supported Living Services at Preston Road with Metropolitan Housing Trust Limited to permit the extension of the contract.

ii)              Approves the extension of the contract with Metropolitan Housing Trust Limited for a period of 6 months with a 1-month break clause from 1 April 2025 to 30 September 2025 in the sum of £168,914.64.

To request approval to vary and extend a contract in respect of Supported Living Services for Adults at Gladstone Park Gardens with Dimensions (UK) Limited.

That the Cabinet Member for Adult Social Care, Public Health and Leisure, having consulted with the Leader:

i)               Approves the variation of the contract for Supported Living Services at Gladstone Park Gardens with Dimensions (UK) Limited to permit the extension of the contract.

ii)              Approves the extension of the contract with Dimensions (UK) Limited for a period of 6 months with a 1-month break clause from 1 April 2025 to 30 September 2025 in the sum of £158,305.47.

To request approval to vary and extend a contract in respect of Supported Living Services for Adults at Beechcroft Gardens and Manor Drive with Dimensions (UK) Limited.

The Cabinet Member for Adult Social Care, Public Health and Leisure, in consultation with the Leader:

i)               Approves the variation of the contract for Supported Living Services at Beechcroft Gardens and Manor Drive with Dimensions (UK) Limited to permit the extension of the contract.

ii)              Approves the extension of the contract with Dimensions (UK) Limited for a period of 6 months with a 1-month break clause from 1 April 2025 to 30 September 2025 in the sum of £227,641.23.

To seek member approval to waive Contract Standing Orders to enable a direct award of a contract for landscape works up to a value of £425,000.

That the Cabinet Member for Regeneration, Planning and Property, having consulted with the Cabinet Member for Public Realm and Enforcement and the Leader:

i)               Approves an exemption pursuant to Contract Standing Order 84(a) of the requirement to tender a contract for landscape works for a period of six months for planting, with 12 months establishment maintenance in accordance with paragraph 13 of Part 3 of the Constitution.

To seek authority to procure a contractor for the conversion of Brent Community Law Centre (BCLC) using the South East Consortium Internal and External Building Works Framework.

That the Director of Property and Assets:

i)               Approves Brent Council’s participation in a call-off procedure under the South East Consortium Internal and External Building Works Framework Agreement for a call off in respect of Brent Community Law Centre (BCLC) conversion works.

ii)              Confirms there is sufficient budgetary provision for the proposed call-off contract.

iii)            Approves inviting bids under the framework agreement on the basis of the pre-tender considerations.

iv)            Approves officers evaluating bids on the basis of the evaluation criteria.

To approve the call-off contract from the CCS Vertical Application Solutions Framework Agreement RM6259 for the provision of additional module licences and development costs of Housings IT systems

That the Corporate Director of Partnerships, Housing and Resident Services:

i)               Approves the pre-tender considerations set out in the report.

ii)              Approves the award of the call-off contract for the provision of additional Housing Modules from the Crown Commercial Service’s Vertical Application Solutions Framework Agreement RM6259 Lot 3 – Housing, Environmental and Planning Solutions to NEC Software Solutions UK Limited for two (2) years, in the sum of £555,202.00.

To seek approval to use a framework to procure a contractor to carry out heating replacement works at Brentfield Primary School.

That the Director of Property and Assets:

i)               Approves Brent Council’s participation in a call-off procedure under the Procure Public Heating, Electrical and Decarbonisation Framework Agreement 2025, in respect of heating replacement works at Brentfield Primary School.

ii)              Confirms there is budgetary provision for the proposed call-off contract.

iii)            Approves inviting bids under the Framework Agreement by way of a mini competition and award a contract on the basis of the pre-tender considerations.

iv)            Approves officers evaluating bids on the basis of the evaluation criteria.

To request authority to extend contracts in respect of Housing Related Support Services for a period of 12 months.

That the Corporate Director Community Health and Wellbeing, in consultation with the Cabinet Member for Adult Social Care, Public Health and Leisure:

i)               Approves a variation to the contacts detailed in the report to allow for extensions to the contracts.

ii)              Approves the extension of the following Housing Related Support Services contracts for a period of 12 months from 1 April 2025:

a.    Contract for the provision of Short-Term Housing Related Support Services for Homeless and Ex-Offenders with Look Ahead Care and Support Ltd;

b.    Contract for the provision of Housing Related Support Services for Adults with Mental Health in Short-Term Accommodation with Hestia Housing & Support;

c.     Contract for the provision of Housing Related Support – Handy Person Services with Elders Voice;

d.    Contract for the provision of Short Term (Crash Pads) Accommodation Based Housing Related Support Services for Young Persons (18-21) with Depaul UK Limited;

e.    Contract for the provision of Short-Term Housing Related Services for Women’s Domestic Violence Refuge and Single Women with Complex Needs Service with Hestia Housing & Support.

That the Corporate Director Finance and Resources, in consultation with with the Deputy Leader and Cabinet Member for Finance and Resources:

i)               Approves the pre-tender considerations set out in the report.

ii)              Approves the award of contract for the provision of Unified Communications for the Shared Technology Services to 8X8 UK Limited for 24 months, commencing 1 May 2025 to 30 April 2027, with a 12 months optional extension commencing 1 May 2027 to 30 April 2028, in the sum of £1,804,567.20, ex. VAT.

To request authority to wave Contract Standing Orders to enable a direct award of a contract for legal services for the South Kilburn District Heat Network project.

That the Cabinet Member for Regeneration, Planning and Property, having consulted with the Leader:

i)               Approves an exemption pursuant to Contract Standing Order 84(a) of the requirement to tender a contract for legal services for the South Kilburn District Heat Network for a period of 11 months.

To request authority to extend a contract in respect of Supported Living Services at 3 Salmon Street with Lifeways Community Care Limited.

That the Corporate Director Community Health and Wellbeing:

I)               Approves the extension of the contract for Supported Living Services for Adults with Learning Disabilities at 3 Salmon Street with Lifeways Community Care Limited for a period of 12 months.

Apologies for absence were received from Councillor Jayanti Patel with Councillor Kansagra attending as a substitute.

There was no other urgent business.

Granted planning permission subject to the conditions and informatives detailed within the report.

The Committee agreed to defer consideration of the application as a result of officers having undertaken a further review of the consistency of the plans against the outline consent and the site location plan for the current application, which members were advised had identified some concerns about the consistency of the submitted drawings.

Granted planning permission subject to:

(1)        The applications referral to the Mayor of London (Stage 2 referral) and the prior completion of a legal agreement to secure the planning obligations as detailed in the main and supplementary committee reports.

(2)        The conditions and informatives, as detailed in the main and within the supplementary committee reports.

RESOLVED that the minutes of the meeting held on Wednesday 13 November 2024 be approved as a correct record of the meeting.

The Chair advised that all members of the Committee had received an approach (which had had been logged) from the applicants agent in relation to Applicatio24/0410 – Atlip Centre & 2 Atlip Road, Wembley, HA0 4LU (Agenda Item4) along with various approaches from objectors to the scheme.

It was confirmed that members of the Committee had not sought to take any position on the application and therefore felt able to consider the application impartially and without any form of pretermination.

No other declarations of interest were made during the meeting.
