Application by Anca-Maria Bader for a temporary event notice for 'Le Junction' (47 Station Road, London NW10 4UP) pursuant to the provisions of the Licensing Act 2003

RESOLVED:
that the application by Anca-Maria Bader for a temporary event notice for ‘Le Junction’ (47 Station Road, London NW10 4UP) pursuant to the provisions of the Licensing Act 2003 be approved with amendments to the hours of licensable activities and conditions.
(i) that the following licensable activities be permitted:
1. that the hours during which the supply of alcohol be permitted be:
Saturday 23 August 2014 – 11:00 to 02:00 (the following day)
Sunday 24 August 2014 – 12:00 to 02:00 (the following day)
Monday 25 August 2014 – 12:00 to 23:00
2. that the hours during which regulated entertainment be permitted be:
Sunday 24 August 2014 – 16:00 to 02:00 (the following day)
Monday 25 August 2014 – 12:00 to 23:00 (the following day)
3. that the hours during which the external area be permitted to be used be:
Saturday 23 August 2014 – 11:00 to 02:00 (the following day)
Sunday 24 August 2014 – 12:00 to 02:00 (the following day)
Monday 25 August 2014 – 12:00 to 23:00
4. that the hours during which the premises are permitted to be open to the
public be:
Saturday 23 August 2014 – 11:00 to 02:00 (the following day)
Sunday 24 August 2014 – 12:00 to 02:00 (the following day)
Monday 25 August 2014 – 12:00 to 23:00
(ii) that the following conditions apply to the temporary event notice:
1. That the external area be used for smoking only and that no drinks are to be permitted to be taken to the external area
2. That the televisions in the external area be switched off at all times, closed in their cabinets and padlocked.
3. That there be a maximum of 15 people in the external area at any one time.
4. Security industry approved (SIA) door supervisors of a suitable gender mix, shall be employed whilst the venue is open to the public.
5. A register/log containing the names, badge number, dates & times of duty of security staff and any incidents that occur shall be kept and made available to the Police and Licensing Authority on demand.
6. Door supervisors shall wear clothing that can be clearly and easily identified on CCTV.
7. CCTV shall be installed to Home Office Guidance standards and maintained in a good working condition and recordings shall be kept for 31 days and shall be made available to police and such duly authorised officers from Brent Council on demand.
8. No drinks shall be served other than in plastic or toughened glasses.
9. A “Challenge 21” policy shall be adopted and adhered to.
10. Customers carrying open or sealed bottles or glasses shall not be admitted to the premises.
11. Notices explaining the licensee’s policy on admission and searching shall be placed at each entrance.
12. All licensable activity shall conclude 30 minutes before the premises are due to close each day (this gives customers the chance to drink up responsibly, and encourage customers to leave sporadically therefore reducing intense verbal noise for local residents).
The Alcohol and Entertainment Licensing Sub-Committee (B) felt that amendments to the hours of licensable activities and to the use of the external area, as well as the conditions above, were necessary in order to ensure that the applicant was able to uphold the licensing objectives (prevention of crime and disorder, prevention of public nuisance, ensuring public safety and protection of children from harm). It also noted that the applicant had agreed to the Police conditions (conditions 4 to 12 inclusive above) at the hearing and members agreed to minor amendments to conditions numbered 4, 5 and 7 for reasons of clarity.
