Residents requested detailed drawings and plans for the new Kilburn High Road (KHR) cycle lanes- highlighting that current cycle lanes are fragmented and lack continuity and seek clarity on how the new design addresses this issue.

We are proposing new cycle crossings in three locations to make east-west journeys across Kilburn High Road safer, particularly at the upper and lower ends. This will help cyclists link up with local Quietways and residential roads to make cycling journeys more pleasant. Better crossings for cyclists are proposed at Dyne Road to Netherwood Street, Burton Road to Messina Avenue, and Kilburn Park Road to Kilburn Priory. A new southbound protected cycle lane is proposed in the upper part of the scheme, with cyclists then able to continue in bus lanes.

The scheme supports safer cycling whilst acknowledging the width constraints and compromises of a major arterial road, where it is not possible to accommodate continuous cycle lanes on both sides. Cyclists will be able to share bus lanes; who’s operating hours are being extended to maintain bus journey times (a key Transport for London funding requirement) and relocating parking and loading bays to side roads will help make cycle navigation safer. A new 20mph speed limit is also being introduced.

Residents address ongoing issues of anti-social behaviour and illegal activity around the old Job Centre on Cambridge Road and unoccupied flats in South Kilburn, including regular disturbance caused by people climbing into bins early mornings and scattering rubbish across the area.

Following a major fire at the privately owned ex-job centre in January 2025, caused by illegal squatters, Brent worked with police and fire partners to secure a closure order forcing the owners to secure the site. A further Community Protection Warning need to be served in August. It is currently secure and free of squatters.

The owner has planning approval for self-contained flats on the first and second floors, but the ground floor provides a valuable town centre retail/commercial space. We would welcome dialogue with them to find a suitable long-term use to reduce the potential for further ASB.

The unoccupied flats in South Kilburn are due to regeneration works. We are aware security was increased by Brent’s Regeneration Team at the time within some of the unoccupied blocks by employing guardians, installing CCTV or installation of alarms with motion sensors.
