Application by GT Promotions Ltd for an Adult Gaming Centre for 'Smiths Gaming' (87/89 Kilburn High Road, London, NW6 6JE) pursuant to the provisions of the Gambling Act 2005 This application was adjourned from a hearing held on 6 March 2012. Decision: that the application by GT Promotions Ltd for an Adult Gaming Centre licence for ‘’Smiths Gaming (87/89 Kilburn High Road, London, NW6 6JE) (“the premises”) pursuant to the provisions of the Gambling Act 2005 be granted with conditions as agreed with the police and an additional condition.
that the following condition be attached to the licence in addition to the conditions agreed with the police.
that prominent signage should be displayed in the premises clearly stating that staff do not have access to the safe.
The Alcohol and Entertainment Licensing Sub-Committee (C) felt that the evidence presented by interested parties was not sufficient to suggest that the application would undermine the licensing objectives (keeping gambling crime free, making sure that gambling is fair and open and protecting children and vulnerable adults). In addition, it felt that the conditions agreed between the applicant and the police would help enable the applicant to upheld the licensing objectives and accordingly the application was approved with these conditions attached.
The Sub-Committee added an informative with regard to the licensing authority’s concern about security and requested that the applicant monitor usage of the premises during busy periods in order to assess whether an additional member of staff may be required during these times.

Application by Mohammed Munir Chughtai for a variation of the premises licence for NW Bar (61 Walm Lane, London, NW2 4QR) pursuant to the provisions of the Licensing Act 2003 This application was adjourned from a hearing held on 7 March 2012. Decision: The sub-committee was informed that the application had been withdrawn prior to hearing this case and accordingly this matter did not need to be considered.

Application by the Metropolitan Police to review the premises license for NW Bar (61 Walm Lane, Willesden, NW2) pursuant to the provisions of the Licensing Act 2003 This application was adjourned from a hearing held on 7 March 2012. Decision: Having considered the application by the Metropolitan Police to review the premises licence for ‘NW Bar’ (61 Walm Lane, Willesden, NW2 4QR) (“the premises”) pursuant to the provisions of the Licensing Act 2003 the Sub-Committee resolved that the premises licence continue in force but with conditions added to the licence and that the licensee be issued with a formal warning.
that the following conditions be attached to the licence:-
(i) that the current designated premises supervisor be replaced by a new designated premises supervisor;
(ii) that facilities for making music, including the use of a DJ, be removed from the premises;
(iii) that a noise limiter set at agreed levels and approved by the council’s Director of Environment and Neighbourhoods shall be used at all times.
The Alcohol and Entertainment Licensing Sub-Committee (C) issued a formal warning to the current premises licence holder, Mohammed Munir Chugtai, and that he enter into open dialogue and agree an action plan with the police. The sub-committee also reminded the premises licence holder of his obligations to comply with the current conditions on the premises licence in their entirety.
The Alcohol and Entertainment Licensing Sub-Committee (C) accepted the evidence presented by the Metropolitan Police about the concerns in relation to the management of the premises and that there had also been breaches of the existing conditions on the licence. However, it was acknowledged that the licensee had taken some preventative steps to try and address these concerns, including the reduction of public nuisance caused by noise as acknowledged by an interested party, but not far enough so as to achieve the promotion of the licensing objectives (Prevention of Public Nuisance, Prevention of Crime and Disorder and Prevention of Nuisance). In the circumstances the sub-committee felt that by adding the conditions highlighted above, these would help the licensee meet the licensing objectives and it was also noted that the licensee had indicated a willingness to accept conditions with regard to change of designated premises supervisor, facilities for making music and a noise limiter. Furthermore, the sub-committee felt that in view of the serious concerns raised by the Metropolitan Police concerning the management of the premises, that the premises licence holder should agree an action plan with the Metropolitan Police to remedy these concerns.
