Application by Leticia Kusah for a Temporary Event Notice for 'Westcoast Restaurant and Bar' (236 High Street, Harlesden, London, NW10 4TD) pursuant to the provisions of the Licensing Act 2003 Decision: That the application by Leticia Kursah for a Temporary Event Notice on 27/28th August 2012 for ‘Westcoast Restaurant and Bar’ (236 High Street, Harlesden, London, NW10 4TD) pursuant to the provisions of the Licensing Act 2003 be refused.
The Alcohol and Entertainment Licensing Sub-Committee (B) noted that no proper risk assessment had been submitted by the applicant, despite the fact that the event proposed was taking place over the weekend of the Notting Hill Carnival culminating in a larger people presence. In addition, there was insufficient evidence in the application to suggest that the licensing objectives in relation to the prevention of crime and disorder and ensuring public safety would be met and details on security arrangements were lacking. In view of the above circumstances, the sub-committee accordingly refused the application for a temporary event notice.
