Application by James Oliver Moore to vary the premises licence for 'Conways 3' (2/3 Holmstall Parade, Burnt Oak Broadway, Edgware, HA8 5HX) pursuant to the provisions of the Licensing Act 2003 Decision: that the application by James Oliver Moore to vary the premises licence for ‘Conways 3’ (2/3 Holmstall Parade, Burnt Oak Broadway, Edgware, HA8 5HX) (“the premises”) pursuant to the provisions of the Licensing Act 2003 be granted with conditions as agreed with the police.
(i) that the following hours for the provision of licensable activities be agreed:-
(a) that the hours during which the applicant is permitted to provide live music (as set out in box E), recorded music (box F), performances of dance (box G), anything of a similar description to that falling within boxes E, F or G (box H), provision of facilities for making music (box I), provision of facilities for dancing (box J) and provision of facilities for entertainment of a similar description to that falling in boxes I and J of the operating schedule be:
Monday to Thursday – 10:00 to 00:00 Friday and Saturday – 10:00 to 02:00 (the following day) Sunday – 12:00 to 00:00
(b) that the hours during which the applicant is permitted to provide late night refreshment as set out in box L of the operating schedule be:
Sunday to Thursday – 23:00 to 00:15 (the following day) Friday and Saturday – 23:00 to 02:15 (the following day)
(c) that the hours during which the applicant is permitted to supply alcohol as set out in box M of the operating schedule be:
Monday to Thursday – 10:00 to 00:00 Friday and Saturday – 10:00 to 02:00 (the following day) Sunday – 12:00 to 00:00
(d) that the hours during which the applicant is permitted to remain open to the public as set out in box O of the operating schedule be:
Monday to Thursday – 10:00 to 00:30 (the following day) Friday and Saturday – 10:00 to 02:30 (the following day) Sunday – 12:00 to 00:30 (the following day)
(ii) that conditions be attached to the licence as agreed by the police as set out in page 29 of the report on this application.
The Alcohol and Entertainment Licensing Sub-Committee (B) felt that there was insufficient evidence to suggest that the application would undermine the promotion of the licensing objectives (prevention of crime and disorder, prevention of public nuisance, public safety and protection of children from harm). It also felt that the conditions agreed by the police would help enable the applicant to meet the promotion of the licensing objectives and accordingly the application for a variation of the premises licence was approved.

Application by GT Promotions Ltd for an Adult Gaming Centre for 'Smiths Gaming' (87/89 Kilburn High Road, London, NW6 6JE) pursuant to the provisions of the Gambling Act 2005 Decision: that the application by GT Promotions Ltd for an Adult Gaming Centre licence for ‘Smiths Gaming’ (87/89 Kilburn High Road, London, NW6 6JE) (“the premises”) pursuant to the provisions of the Gambling Act 2005 be adjourned.
The Alcohol and Entertainment Licensing Sub-Committee (B) accepted the applicant’s assertion that they had not received the relevant papers within the due notice period and accordingly agreed their request for the application to be adjourned.
Minutes: that the application by GT Promotions Ltd for an Adult Gaming Centre licence for ‘Smiths Gaming’ (87/89 Kilburn High Road, London, NW6 6JE) (“the premises”) pursuant to the provisions of the Gambling Act 2005 be adjourned.
The Alcohol and Entertainment Licensing Sub-Committee (B) accepted the applicant’s assertion that they had not received the relevant papers within the due notice period and accordingly agreed their request for the application to be adjourned.

Application by Brijesh Kataria for a premises licence for 'Brentfield News' (242 North Circular Road, Neasden, London, NW10 0JU) pursuant to the provisions of the Licensing Act 2003 Decision: that the application by Brijesh Kataria for a premises licence for ‘Brentfield News’ (242 North Circular Road, Neasden, London, NW10 0JU) (“the premises”) pursuant to the provisions of the Licensing Act 2003 be granted with conditions as agreed with the police.
(i) that the following hours for the provision of licensable activities be agreed:-
(a) that the hours during which the applicant is permitted to supply alcohol for consumption off the premises be:-
Monday to Sunday – 06:00 to 23:00
(b) that the hours during which the applicant is permitted to remain open be:-
Monday to Sunday – 06:00 to 23:00
(ii) that conditions as agreed with the police be attached to the premises licence.
The Alcohol and Entertainment Licensing Sub-Committee (B) felt that there was insufficient evidence to suggest that the application would undermine the promotion of the licensing objectives (prevention of crime and disorder, prevention of public nuisance, public safety and protection of children from harm). It also felt that the conditions agreed by the police would help enable the applicant to meet the promotion of the licensing objectives and accordingly the application for a premises licence was approved.
However, in order to assist the applicant to uphold the licensing objectives, the following informatives were added:-
· that the applicant liaise with the police to produce a detailed set of measures to help achieve the licensing objective in relation to prevention of nuisance · that the applicant seek guidance (including from the police) with regard to ensuring the back entrance is sufficiently secure.
