Application by Sloanes Bar Restaurant Ltd to Vary the Premises Licence for 'Hennessy's Function Room' (543-545 Kingsbury Road, London, NW9 9HH) pursuant to the Licensing Act 2003. Decision: that the application by Sloanes Bar Restaurant Ltd to vary their Premises Licence for ‘Hennessy’s Function Room’ (543-545 Kingsbury Road, London, NW9 9HH) pursuant to the Licensing Act 2003 be granted with conditions.
(i) that the following hours for the provision of licensable activities be agreed:-
(a) that the hours during which the applicant is permitted to provide regulated entertainment as set out in the operating schedule, including live music (Box E), recorded music (Box F), performances of dance (Box G), anything of a similar description to that falling within Boxes E, F and G (Box H), provision of facilities for making music (Box I), provision of facilities for dancing (Box J) and provision of facilities for entertainment of a similar description to that falling within Boxes I and J (Box K) be:
Monday to Thursday – 10.00 to 01.00 (the following day) Friday to Saturday – 10.00 to 03.00 (the following day) Sunday – 10.00 to 02.00 (the following day)
(b) that the hours during which the applicant is permitted to provide late night refreshment as set out in Box L of the operating schedule be:
Monday to Thursday – 23.00 to 01.00 (the following day) Friday to Saturday – 23.00 to 03.00 (the following day) Sunday – 23.00 to 02.00 (the following day)
(c) that the hours during which the applicant is permitted to supply alcohol as set out in Box M of the operating schedule be:
Monday to Thursday – 10.00 to 01.00 (the following day) Friday to Saturday – 10.00 to 03.00 (the following day) Sunday – 23.00 to 02.00 (the following day)
(d) that the hours during which the applicant is permitted to remain open as set out in Box O of the operating schedule be:

(ii) that the following conditions be attached to the licence:-
(a) that customers shall not be permitted to congregate outside the premises
(b) that the applicant shall provide a contact telephone number that residents can contact them on at any time the premises is open to the public
(c) that notices be placed in the smoking area outside requesting that customers respect residents and to keep noise to the minimum.
The Alcohol and Entertainment Licensing Sub-Committee (B) acknowledged the concerns raised by residents in their representations in respect of prevention of crime and disorder and prevention of public nuisance, however it felt the conditions attached would be sufficient to address these licensing objectives and accordingly approved the application for variation of the premises licence. |

Application by Javid Ahkter for a Premises Licence for 'G Food Store' (1-3 Glengall Road, London, NW6 7EL) pursuant to the Licensing Act 2003 Decision: that the application by Javid Ahkter for a Premises Licence for ‘G Food Store’ (1-3 Glengall Road, London, NW6 7EL) pursuant to the Licensing Act 2003 be granted with conditions.
(i) that the following hours for the provision of licensable activities be agreed:-
that the hours during which the applicant is permitted to supply alcohol for consumption off the premises as set out in Box M of the operating schedule be:
Monday to Sunday – 09:00 to 22.30
(ii) that the following conditions be attached to the licence:-
(a) that CCTV shall be installed to Home Office Guidance standards and maintained in a good working condition and recordings shall be kept for 31 days and shall be made available to police and licensing officers if requested
(b) that a refusal book shall be kept and maintained in respect of proof of age
(c) that ‘Raid Control’ crime prevention measures shall be installed and all staff given suitable training
(d) that the licensee shall keep an incident book which shall be made available to the Police and Licensing Authority.
(e) that notices explaining the licensee’s policy on admission and searching shall be placed at each entrance.
(f) that a copy of the premises licence summary including the hours which licensable activities are permitted shall be visible from the outside of each entrance to the premises.
(g) A personal licence holder fluent in English shall be present on the premises and supervise the sale of alcohol throughout the permitted hours for the sale of alcohol.
(h) that the premises shall be staffed by a minimum of two persons after 18.00 hours.
(i) that all staff will receive appropriate training in respect of the licensing objectives and a record of it kept for the police and the Licensing Authority to inspect on request.

Application by Ganesha Cash and Carry Ltd to Vary the Premises Licence for 'Ganesha Cash and Carry' (formerly Ganapathy Food and Wine) (4 Plaza Parade, 29-33 Ealing Road, HA0 4YA) pursuant to the Licensing Act 2003. Decision: that the application by Ganasha Cash and Carry Ltd to vary its’ Premises Licence for ‘Ganasha Cash and Carry (formerly Ganapathy Food and Wine’ (4 Plaza Parade, 29-33 Ealing Road, Wembley, HA0 4YA) pursuant to the Licensing Act 2003 be refused.
The Alcohol and Entertainment Licensing Sub-Committee (B) accepted the police’s evidence in their representation concerning crime and disorder, anti-social behaviour and street drinking in the area and their view that the application, if granted, would exacerbate these problems. The Sub-Committee also acknowledged that the premises were located in a residential area. In consideration of the above, the Sub-Committee felt the application for variation would not help the licensing objectives, particularly in relation to prevention of crime and disorder and prevention of public nuisance and accordingly refused the application. |

Application by Brent Metropolitan Police to Review the Premises Licence for 'Way 2 Save' (295 Neasden Lane, London, NW10 1QR) pursuant to the Licensing Act 2003. Decision: Having considered the application by the Metropolitan Police to Review the Premises Licence for ‘Way to Save’ (295 Neasden Lane, Wembley, NW10 1QR) (“the premises”) pursuant to the Licensing Act 2003 the Sub-Committee resolved that the premises licence continue in force subject to amendments to premises licence and conditions as follows:-
(i) that the following hours for the provision of licensable activities be specified:-
that the hours during which the applicant is permitted to supply alcohol for consumption off the premises as set out in Box M of the operating schedule be:
Monday to Sunday – 08.00 to 02.00 (the following day)
(ii) that the following conditions be attached to the licence:-
(a) that a personal licence holder fluent in English shall be present on the premises and supervise the sale of alcohol throughout the permitted hours for the sale of alcohol
(b) that all alcohol shall be secured behind metal shutter screens at all times when alcohol is not permitted to be supplied.
The Alcohol and Entertainment Licensing Sub-Committee (B) acknowledged the concerns raised by the police in their representations in respect of the problems associated with the operation of the premises and also in respect of crime and disorder in the locality. However, the Sub-Committee also acknowledged the action taken by the premises license holder to address these concerns, and in view of this action, and the reduced hours permitted for the supply of alcohol and the conditions attached, it felt these were sufficient to address the issues raised in the police’s representation and therefore decided to permit the premises licence to remain in force with these amendments and conditions. |

Application by Brent Metropolitan Police to Review the Premises Licence for 'Innisfree' (30-32 Harrow Road, Wembley, HA9 6PG) pursuant to the Licensing Act 2003. Decision: Having considered the application by the Metropolitan Police to Review the Premises Licence for ‘Innisfree’ (30-32 Harrow Road, Wembley, HA9 6PG) (“the premises”) pursuant to the Licensing Act 2003 the Sub-Committee resolved that the premises licence be suspended for one month.
that the suspension of the premises licence shall remain in effect until the following condition is met:-
that a procedural and training plan including addressing issues concerning control of drugs, weapons, dealing with violence, training policy and serving intoxicated persons be produced to the satisfaction of the police and the local authority.
The Alcohol and Entertainment Licensing Sub-Committee (B) felt that because of the seriousness of the incidents involving crime and disorder and anti-social behaviour associated with the premises, that a temporary suspension of the premises licence was necessary and that the premises could only re-open once the condition above had been met. Minutes: Having considered the application by the Metropolitan Police to Review the Premises Licence for ‘Innisfree’ (30-32 Harrow Road, Wembley, HA9 6PG) (“the premises”) pursuant to the Licensing Act 2003 the Sub-Committee resolved that the premises licence be suspended for one month; and that during this time a procedural and training plan including addressing issues concerning control of drugs, weapons, dealing with violence, training policy and serving intoxicated persons be produced to the satisfaction of the police and the local authority.
