The Chair set out the proceedings for the meeting. The committee heard that the applicant had been delayed but would be appearing, his father was however present. Yogini Patel, Senior Regulatory Services Manager, introduced the report for an application by Mr Hafidh for a Temporary Event Notice at Oasis at 1-7 Lincoln Parade, Preston Road HA9 8UA for the sale of alcohol, provision of regulated entertainment and late night refreshment on Saturday 19 July 2015 to Sunday 26 July 2015, until 03:00hrs each night.
Police representations
Nick Mortimer, Licensing Manager Metropolitan Police was invited to make his representation and outlined the reasons for the formal objection to the temporary event notice set out in the letter dated 2 July 2015, the subsequent discussions with the applicant and his expectation of a further response which was still awaited. He added that had spoken to Mr Hafidh and had expected to receive further confirmation via email. Mr Hafidh had claimed to not be aware the hearing was taking place until earlier in the morning.
Questions
Members asked questions concerning noise levels, the current condition of the premises. Nick Mortimer advised of the sound proofing in place but advised that this would be undermined by people arriving and leaving throughout the day. The available space would not be measured until then the premises had been stripped of furniture and fittings.
Mr Hafidh (senior) advised that his son was new to submitting licence applications and had overstated the requirements in terms of duration, total numbers and attendance at any one time. It was expected that families and young children would attend earlier in the day and older people during the evenings and later. He agreed to the provision of stewards in the car park at entrances and exits. Security staff would be on site and alcohol made available for the minority. The area was relatively more secured. He referred to other premises in the area that had been licenced.
Questions of the applicant
In response to questions, Mr Hafidh advised that the venue would be open to the whole community and alcohol consumption would take place in a designated area. The committee noted the absence of a floor plan. He assured that efforts would be made to minimise noise nuisance and light pollution from cars.
Yogini Patel advised that, at this stage, committee could only consider what was on the application form and decide to accept or reject. The legal adviser confirmed that amendments should have been made prior to the start of the meeting. The committee noted that the proposed event dates on the online form were inconsistent.
Nick Mortimer summarised the objections to the application in particular the absence of a risk assessment and regretted that the applicant had not taken the opportunity to respond formally.
