Application by Salgadilhos Ltd for a premises licence for 'Salgadilhos' (129 High Street, Harlesden, London, NW10 4TR) pursuant to the provisions of the Licensing Act 2003 Decision: that the application by Salgadilhos Ltd for a premises licence for ‘Salgadilhos’ (129 High Street, Harlesden, London, NW10 4TR) (“the premises”) pursuant to the provisions of the Licensing Act 2003 be granted with conditions.
(i) that the following hours for the provision of licensable activities be agreed:-
(a) that the hours during which the applicant is permitted to provide live music as under Box E, recorded music as under Box F and provision of facilities for making music as under Box I of the operating schedule be:
Sunday to Thursday – 12.00 to 23.00 Friday and Saturday – 12.00 to 01.00 (the following day)
(b) that the hours during which the applicant is permitted to provide late night refreshment as under Box L of the operating schedule be:
Friday and Saturday – 23.00 to 01.00 (the following day)
(c) that the hours during which the applicant is permitted to supply alcohol as under Box M of the operating schedule be:
Sunday – 09.00 to 23.00 Monday to Thursday – 08.00 to 23.00 Friday and Saturday – 08.00 to 01.00 (the following day)
(d) that the hours during which the applicant is permitted to remain open to the public as under Box O of the operating schedule be:
Sunday – 09.00 to 23.30 Monday to Thursday – 08.00 to 23.30 Friday and Saturday – 08.00 to 01.30 (the following day)
(ii) that the following conditions be attached to the licence:-
(a) that all doors and windows will remain closed during the licensed activities. Where a door is used for patrons to enter or leave the premises the door will be fitted with a self-closing device and staff told to ensure that it is not propped open and a member of staff is to be nominated to monitor the door to ensure compliance with this. Entry to the premises will be restricted to this entrance whilst it is being used for licensable activities.
(b) that all speakers are to be mounted on anti-vibration mountings to prevent vibration transmission of sound energy to adjoining properties.
(c) that the licensee shall ensure that no music played is audible at or within the site boundary of any residential property and all entertainments will utilise the in-house amplification system, the maximum output of which is controlled by the duty manager.
(d) that CCTV must include coverage of the inside of the front door entrance premises
(e) that a refusal book shall be kept and maintained and be made available to the licensing authorities upon request.
The Alcohol and Entertainment Licensing Sub-Committee (A) felt that there was no evidence that the application would undermine the licensing objectives. It considered that the application submitted, including the conditions agreed by the police, along with conditions agreed by the council’s Environmental Health Unit, including amendments and additional conditions as set out above, would be sufficient to meet the promotion of the licensing objectives and accordingly the application for a premises licence was approved.

Application by Mohammed Munir Chughtai for a premises licence for 'Sparkles Wine Bar' (61 Walm Lane, London, NW2 4QR) pursuant to the provisions of the Licensing Act 2003 Decision: that the application by Mohammed Munir Chughtai for a premises licence for ‘Sparkles Wine Bar’ (61 Walm Lane, London, NW2 4QR) (“the premises”) pursuant to the provisions of the Licensing Act 2003 be granted with amendments and conditions.
(i) that the following hours for the provision of licensable activities be agreed:-
(a) that the hours during which the applicant is permitted to provide recorded music as under Box F, provision of facilities for making music as under Box I and supply of alcohol as under Box M of the operating schedule be:
Monday to Thursday – 11.00 to 01.00 (the following day) Friday to Sunday – 11.00 to 02.00 (the following day)
(b) that the hours during which the applicant is permitted to remain open to the public as under Box O of the operating schedule be:
Monday to Thursday – 11.00 to 01.30 (the following day) Friday to Sunday – 11.00 to 02.30 (the following day)
(ii) that the following condition be attached to the licence:-
that no persons under the age of 21 years be permitted on the premises.
The Alcohol and Entertainment Licensing Sub-Committee (A) felt that there was insufficient evidence to suggest that the application would undermine the promotion of the licensing objectives. Whilst acknowledging the concerns raised by the police and residents, it felt that with the conditions agreed by the police, along with an additional condition as set out above, and an amendment to the licensable activities from 03.00 to 02.00 the following day Friday to Sunday, these measures would help enable the applicant to meet the promotion of the licensing objectives and accordingly the application for a premises licence was approved.

Application by Spectrum for a betting premises licence for 'Betfred' (775 Harrow Road, Wembley, HA0 2LW) pursuant to the provisions of the Gambling Act 2005 Decision: that the application by Spectrum a betting premises licence for ‘Betfred’ (129 High Street, Harlesden, London, NW10 4TR) (“the premises”) pursuant to the provisions of the Gambling Act 2005 be granted with conditions.
that the following conditions be attached to the licence:-
(a) that pann and khat chewing is not to be permitted on the premises.
(b) that intoxicated persons are not to be permitted on the premises.
The Alcohol and Entertainment Licensing Sub-Committee (A) felt that there was insufficient evidence to suggest that the application would undermine the promotion of the licensing objectives.
