Application by the Environmental Health Unit for a Review of the Premises Licence for 'Westcoast Restaurant and Bar' (236 High Street, London, NW10 4TD) pursuant to the Licensing Act 2003. The application is to review the premises licence for Westcoast Restaurant and Bar, 236 High Street, London, NW10 4TD on the grounds of prevention of public nuisance. Decision: Having considered the application by the Environmental Health Unit to Review the Premises Licence for ‘Westcoast Restaurant and Bar’ (236 High Street, London, NW10 4TD) (“the premises”) pursuant to the Licensing Act 2003 the Sub-Committee resolved that the licence continue in force subject to the removal of the licensable activity ‘Recorded Music’.
The Alcohol and Sub-Committee (A) having considered the evidence had concerns about the number of complaints with regard to excessive noise and breaches of a noise abatement notice which it considered affected the promotion of the licensing objective for the prevention of public nuisance. It felt that removing the ‘recorded music’ part to the licence would address this concern.

Application by the Environmental Health Unit for a Review of the Premises Licence for 'The Rising Sun' (25 Harlesden Road, London, NW10 2BY) pursuant to the Licensing Act 2003. The application is for a review of the premises licence for The Rising Sun, 25 Harlesden Road, London, NW10 2BY on the grounds of prevention of public nuisance. Decision: Having considered the application by Brent Police Licensing Unit to Review the Premises Licence for ‘The Rising Sun’ (25 Harlesden Road, London, NW10 2BY) (“the premises”) pursuant to the Licensing Act 2003 resolved that the licence continue in force subject to additional conditions.
That the following conditions be attached to the licence:-
(a) that no regulated entertainment be permitted until the Environmental Health Unit provide written permission that they are satisfied that the applicant has carried out sufficient measures to prevent noise;
(b) that on days when door supervisors are required, that a door supervisor be located at the entrance to the beer garden to supervise the area;
(c) that no regulated entertainment or a television shall be permitted in the beer garden;
(d) that no alcohol shall be consumed in the beer garden after 23.00; and
(e) that no smoking shall be permitted to the front of the premises.
The Alcohol and Entertainment Licensing Sub-Committee (A) acknowledged that there had been problems with the premises in the past associated with public nuisance. However, the Sub-Committee felt that in view of the fact that the Premises Licence was to be transferred and that the designated premises supervisor who had managed the premises during the period when incidents of public nuisance had occurred had been removed, that with the added condition, these measures would be sufficient to address the concerns that had been raised.

Application by Sainsbury's Supermarkets Ltd for a Premises Licence for 'Sainsbury's' (377 Kilburn High Road, London, NW6 7QE) pursuant to the Licensing Act 2003. The application for a premises licence is as follows:-
(i) To be permitted to supply alcohol from 06.00 until 00.00 Monday to Sunday and provide late night refreshment from 23.00 until 00.00 Monday to Sunday. (ii) To remove all the condition in Annex 2 of the premises licence and replace them with conditions listed on page 19 of the application form. Decision: The Sub-Committee was informed that all relevant representations had been withdrawn before the meeting and accordingly this matter did not need to be considered.
