Petition - Shoot-Up-Hill pedestrian crossing A petition has been received requesting the provision of a new pedestrian crossing on Shoot-Up Hill, near to the junction with St Cuthbert’s Road. Agenda item 6 relates. Decision: No-one was present to speak on the petition. The committee therefore moved direct to item 6. Minutes: No-one was present to speak on the petition. See item 6 below.

Petition - pedestrian crossing on Shoot-Up-Hill PDF 1 MB This report informs the committee of a petition received requesting the provision of a new pedestrian crossing on Shoot-Up Hill, near to the junction with St Cuthbert's Road. It provides information on the results of site assessments and proposals to provide a new pedestrian crossing facility. Decision: RESOLVED:
(i) that the content of the petition and the results of the subsequent assessment undertaken by officers be noted;
(ii) that instructs officers be instructed to undertake a full public consultation on the provision of a new zebra crossing in Shoot-Up Hill to the south of St Cuthbert’s Road, including liaison with the London Borough of Camden to gain the agreement of that council to the proposed new zebra crossing;
(iii) that, subject to the outcome of the scheme consultation, the Head of Transportation be authorised to undertake statutory consultation, to consider any objections or representations and to implement the necessary Traffic Management Orders and associated work required to implement the changes, or to report back to the Highways Committee if any objections received are substantial;
(iv) that the main petitioner be informed of the Highways Committee decision. Minutes: The committee had before it a report referring to a petition received asking for the installation of a pedestrian crossing in Shoot-Up-Hill. The Head of Transportation referred to the petition containing over 200 signatures. He stated that as a result of studies carried out it was recommended that a pedestrian crossing be installed.
RESOLVED:
(i) that the content of the petition and the results of the subsequent assessment undertaken by officers be noted;

Disraeli Road Car Park PDF 511 KB This report updates the Committee on progress in implementing two parking schemes approved by Cabinet on 15 December 2014. It informs the Committee of the results of a statutory consultation to introduce off-street parking controls in Disraeli Road car park, and seeks authority to consult on the introduction of on-street parking controls in the area. The report also seeks authority to introduce two pilot cashless parking schemes in the Park Royal area. Decision: The Committee heard from representatives of businesses in the Disraeli and Steele Roads area.
RESOLVED:
(i) that consultation be undertaken on the provision of a new Controlled Parking Zone (CPZ) in the Lower Place Industrial Estate area, and the implementation of associated charges and off-street parking and controls in the Disraeli Road car park;
(ii) that consultation be undertaken on the provision of two pilot cashless parking schemes in the Park Royal area;
(iii) that the Operational Director, Community Services, in consultation with the Lead Member for Environment and relevant ward councillors, be delegated the authority to introduce the schemes set out above, subject to the results of consultation and reporting back to the Highways Committee any substantial objections received.
(iv) that the Head of Parking and Lighting investigate the possibility of providing additional signage in the area to deter illegal parking, and consider the early introduction of overnight parking restrictions in the car park to provide more immediate control of parking in the vicinity. Minutes: The Head of Parking and Lighting introduced the report which updated the committee on implementing two parking schemes previously approved by Cabinet on 15 December 2014. He informed the committee that a number of local businesses were represented at the meeting. The recommendations aimed to regularise the parking by commuters in Disraeli car park and introduce two pilot cashless parking schemes. In answer to questions on how it was known that Disraeli car park was heavily used by commuters, the committee was advised that it was observed to be saturated with vehicles that had no clear linkage with the area and as a car park it was not paying its way. As a result of consultation a number of businesses had expressed concern that restricting the use of the car park would displace vehicles on to the surrounding roads.
Representatives of businesses in the Disraeli and Steele Roads area addressed the meeting. Whilst thanking the Council for the consultation carried out they referred to the timescale of 4 months for implementation of the scheme which would leave them having to continue to endure the problems they faced during this time. The main issue was long term and commuter parking and it was suggested a big improvement could be made if the Council introduced no overnight parking restrictions. Reference was made to the relocation of a number of car repair businesses to the area in the 1970s when there were three car parks in the area; now there was only one. Reference was also made to a motorcycle repair business that caused a lot of obstruction to neighbouring businesses by leaving motorbikes on the highway, many untaxed and chained to trees. Photographs of the problems caused by the motorbikes were passed to the committee. The Head of Parking and Lighting undertook to investigate if a ban on overnight parking in Disraeli car park could be quickly introduced. He also agreed to consider the provision of additional signage to deter illegal parking. It was confirmed that if the parking schemes were introduced it would help enforce restrictions on parking, including motorbikes. The concern that if controls on overnight parking in the car park were introduced it may shift parking on to the streets was recognised.
RESOLVED:
