To request authority to award a direct award for 19 rehabilitation beds at the Aster Unit, Birchwood Grange for a period of 4 months.
Decision:
That the Corporate Director Adult Social Care and Health:
i) Notes the Cabinet Member for Public Health and Adult Social Care has granted an exemption from the requirement to tender for a Contract for 19 rehabilitation beds.
ii) Notes the Contract Standing Order 89 considerations.
iii) Approves the direct award of the contract for the delivery of 19 rehabilitation beds at Aster Unit, Birchwood Grange, for a period of 4 months, from the 1 December 2022 to 31 March 2022, to Avery Health Care.
Reasons for the decision:
The Council requires the provision of 19 rehabilitation beds. Council officers have sought and obtained from the Cabinet Member for Public Health and Adult Social Care an exemption from the requirement to tender a contract for Avery Health Care to provide 19 rehabilitation beds from the Aster Unit.
Alternative options considered:
Officers have considered whether the 19 rehabilitation beds can be provided by the council itself but have concluded that it would not be possible to deliver the 19 rehabilitation beds due to financial and accommodation implications, and therefore this service is best provided by a contractor.
Officers have reviewed a range of procurement options but consider that a direct award to the named contractor is the most appropriate means of procuring a contractor.
