Decision details
Authority to Procure Microsoft Licensing for the Local Government Association using a Framework Agreement (Recordable Officer Decision)
Decision Maker: Strategic Director - Customer and Digital Services
Decision status: Recommendations Approved
Is Key decision?: No
Is subject to call in?: No
Purpose:
To request approval to use a framework to procure Microsoft licenses for the Local Government Association (LGA).
Decision:
That the Strategic Director Customer and Digital Services:
i) Approves inviting bids under the Y20011 – KCS Professional Services Software Products and Associated Services 2 Framework, on the basis of the pre-tender considerations.
ii) Approves officers evaluating bids on the basis of the evaluation criteria.
Reasons for the decision:
The current LGA contract for Microsoft expires on 31 January 2022, and is therefore necessary to procure a new contract. The LGA requires the provision of Microsoft Licences in order to carry out its normal business functions.
Alternative options considered:
Other means of procuring the contract were considered by officers in the Shared Technology Service, but it was determined that the use of the Framework, rather than procuring a contract by formal tender, was the best in terms of reduction in timescales, costs and resources involved.
Interests and Nature of Interests Declared:
None.
Cabinet/Committee Decision or Scheme of Delegation: Officer scheme of delegation
Parties Consulted: The Local Government Association (LGA) has been consulted in relation to the procurement.
