Purpose:
To request approval to carry out a mini tender exercise using the Northern Housing Consortium Ltd.’s Fire Safety Framework Agreement as required by Contract Standing Orders 88 and 89.
Decision:
That the Strategic Director of Community Wellbeing:
i) Approves inviting tenders in a mini-competition via the Northern Housing Consortium Ltd.’s Fire Safety Framework Agreement on the basis of the pre-tender considerations.
ii) Approves Officers evaluating the tenders on the basis of the evaluation criteria.
Reasons for the decision:
The Regulatory Reform Order (Fire Safety) 2005 requires landlords to undertake a compliant Fire Risk Assessment (FRA) for its Council housing properties. The FRA’s are required to be carried out at regular audits. This procurement is to ensure that the FRA and associated services programme is effectively managed and sustainable, ensuring the Council complies with its regulatory obligations.
Alternative options considered:
Officers considered alternative options including a full procurement under the Public Contracts Regulations 2015 or a mini competition from an alternative framework agreement. A variety of framework agreements were considered and 2 were suitable. One framework charged for access to the framework, therefore the Northern Housing Consortium Framework was selected as it is free of charge to use.
